Title of Project: CAVE 169636/219342/287291 Carlsbad Cavern National Park – Replace Old/Failing Electrical Distribution System/Elevators 1 and 2 Steel Structure Replacement Description:

The elevator systems at Carlsbad Caverns operate within two 750-foot vertical shafts, which were drilled and blasted through limestone rock, down into the underground cavern space. The older and smaller shaft houses elevators 1 and 2, which are Class "A" Loading, Service Car(s); herein referred to as “Service Elevators No.’s 1 & 2”. The newer and larger shaft houses passenger elevators 3 and 4. Elevators 3 and 4 are used primarily to serve the vertical transportation needs of visitors and staff. Service Elevators No.’s 1 & 2 are mostly used by the concessionaire, and park maintenance staff. The Service Elevators also act as a back-up if the passenger elevators are taken out of service. The relative humidity inside the cavern remains consistent year-round at 98% - 100%. Each elevator shaft creates a chimney effect that draws this humid cave air up through the steel support structure and around the elevator components. The result of such exposure is accelerated deterioration of critical service parts and high impact to inadequately protected steel surfaces. Elevators 3 and 4 were recently renovated and are currently in good condition. However, Service Elevators No.’s 1 & 2 now need to be replaced.

Remedial work on the corroding steel support structure for elevators 1 and 2 has been deferred for over 20 years. Corrosion has now reached the point where fragments of rusted steel vibrate off the girders and fall into the hoist way. These fragments, falling from higher up in the shaft, become missiles that could seriously injure personnel working in the hoist way hundreds of feet below. Sometimes elevator cars, hit by falling debris, stall in mid-transit. There is resulting panic and discomfort on the part of park visitors who are left suspended in the affected car until mechanics can restore service. The accelerating deterioration of the lead-based paint is an issue of increasing concern. No longer intact, the lead-based paint is flaking off the underlying steel framework, creating a health hazard, gumming up sensitive mechanisms, and further exposing the steel framework to the elements of corrosion.

This project will therefore replace all components of Service Elevators No.’s 1 & 2, including cars, counterweights, elevator ropes, over speed governor, pit equipment, machine room equipment, wiring, plus guiderails and their alignment. New elevator components shall be suitable for operation in a humid environment. The new Service Cars elevator system shall be inspected and certified prior to final acceptance. The scope of work includes provisions for hazardous material abatement as required. This project will also remove the existing corroded steel support structure for Service Elevators No.’s 1 & 2 and replace it with a new support structure fabricated entirely of corrosion resistant stainless steel. New vertical elevator and counterweight rails shall be installed.

This project will also replace park-owned electrical infrastructure that is unreliable and unsafe due to age, increasing load, and improper installation. Components to be replaced include underground 2400-volt primary conductors, transformers, high voltage switches, and protective devices such as fuses and breakers. This project will also replace the electrical feeders for the proposed replacement of the Passenger elevators.

The Xcel Energy substation for the Park is located approximately 2,000 feet from the electrical service entrance at the Visitor Center. The substation is currently designed to provide power at a voltage of 2.4kV, which is becoming increasingly rare nationwide, and is being replaced with 5kV and 15kV. Replacement of equipment will require an upgrade to the primary electrical system. This will require modifications to the substation.

The Cave electrical infrastructure and lighting has recently been replaced. In order to protect this investment, an option is being solicited to upgrade the primary feeders to provide cleaner and consistent power to the new lights and underground infrastructure.

The existing primary service was originally installed in a shallow trench, and in some locations the conduit is even exposed at the surface. In 2009, lighting struck the primary line, disrupting electrical service to the Park for several days. The existing primary also runs under the visitor parking lot. This resulted in a potentially dangerous situation when a tent stake was inadvertently driven into the conductor during a Park event. The existing primary electrical service has therefore been compromised.

For visitor and employee safety, it is imperative that the primary be buried to a proper and code compliant depth. The cave infrastructure is also dependent upon reliable and safe power. Without reliable and safe electrical power the Park would close to visitors.

The purpose of this project is to perform the following:

1. Remedial work with corroded steel support structures

2. Elevator Service and replacement

3. Stage and perform work to enable the site to operate under normal conditions, including the provision of all temporary supplies and provisions.

4. Provision of new 12.47kV distribution and new low voltage, cable duct bank, conduits and raceways, cables, MV switchboards, switchgear and transformers.

5. Provision of a new 480V 60Hz 1000kVA standby diesel generator (EPA Tier 4 certified) in a Level 1 enclosure with managed load bank.

Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror’s technical capability in comparison to its price.

Estimated Price Range: More than $10M

Estimated Period of Performance: 607 Calendar Days After Issuance of Notice to Proceed

Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents.

A pre-proposal meeting will be posted and date/location will be denoted in the solicitation.

All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns.
