Project Location: Natchez National Historical Park, in Natchez MS 39120
Project Description: This project will Replace/Upgrade HVAC Systems in a federal office building (Visitor Center, 2-story approx. 21,000 to 25,000 square feet) at Natchez National Historical Park located in Natchez, MS. The work consists of selective demolition and upgrade / replace existing HVAC systems: one (1) rooftop air-cooled chiller, one (1) boiler, nine (9) air handling units ranging from 1,200 to 8,000 cfm, eight
(8) exhaust fans and all associated coils, pumps, piping, ductwork, grilles, electrical, controls, etc. The new HVAC system design shall include (4) Variable Refrigerant Flow (VRF) systems (12-tons, 12-tons, 14-tons, & 8-tons of capacity, plus Split DOAS unit), and the 4-pipe heating and chilled water system is sized around 52-tons of cooling and 2,500 mbh of heating via High Efficiency condensing boiler. Distribution systems include ductwork, piping, refrigeration, and insulation. Miscellaneous fans for exhaust and roof hoods for pressure relief and gravity ventilators. All systems require new DDC controls.
Testing & Balancing, and Commissioning will also be required for a turn-key installation.
Release Date: The SOLICITATION will be issued on or about 26 JUL 2022. Acquisition will use competitive Request for Proposal (RFP) procedures. A single, firm-fixed price, construction contract may be awarded in response to the solicitation using the lowest price technically acceptable source selection process. LPTA process is when the government selects the proposal with the lowest evaluated price from proposals it finds technically acceptable. This involves an assessment of:
• Technical acceptability. Technical acceptability refers to the offeror's ability to meet or exceed the specified acceptability standards for the nonprice factors.
Proposals are evaluated for technical acceptability on a pass/fail basis; a proposal is either technically acceptable or it is not. There is no ranking of technical acceptability; one offer is not more technically acceptable than another.
• Lowest evaluated price. This refers to the proposed price of each offeror, plus additional price-related factors specified in the solicitation.
Period of Performance: 365 Days after Notice To Proceed.
Magnitude: The estimated price range is between $1,000,000 and $5,000,000
Notice of Set Aside: This acquisition is set-aside for 100% Total Small Business The associated NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard is $16.5 million.

Upon issuance, the official solicitation package will be posted to http://www.sam.gov.
The responses due date will be at least 30 days after the RFP issue date. The specific date and time will be announced in the solicitation to follow this notice. No hardcopies or email copies will be provided. Offerors must be registered in the System for Award Management (SAM) http://www.sam.gov and record active to be eligible for award.
