TITLE OF PROJECT: Sierra/Mojave Multiple Award Task Order Contract (MATOC)

GENERAL: The National Park Service (NPS), Department of Interior (DOI), ConOps West, is soliciting proposals on a full and open basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Systems for Awards Management (SAM) at www.sam.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF. Please Note: Paper copies of the solicitation will not be made available.

Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below.

PROPOSED SOLICITATION ISSUE DATE: Estimated on/about May 28, 2025

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort, however there is a high expectation that funds will become available to make an award resulting from this solicitation. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any cost.

NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS

SIZE STANDARD: The NAICS Code for this requirement is 236220 with a size standard of $45 million.

DESCRIPTION: ConOps West Major Acquisition Buying Office’s, National Park Service, intends to issue a Request for Proposal (RFP) for award of a Multiple Award Task Order Contract (MATOC).

A MATOC is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle that can be used to accomplish a broad range of real property maintenance, repair, renovation, and construction projects for the NPS ConOps West. This includes Yosemite National Park, Devils Postpile National Monument, Sequoia National Park, Kings Canyon National Park, Cesar E. Chavez National Monument, Death Valley National Park, Manzanar National Historic Site, Joshua Tree National Park, Mojave National Preserve, Castle Mountains National Monument, Tule Springs Fossil Beds National Monument, and Lake Mead National Recreation Area. Any new NPS sites added in the future within the footprint of the area established by this MATOC will be considered part of this requirement and can be incorporated at that time.

The Sierra/Mojave MATOC will encompass a wide range of projects to include but are not limited to: new construction, repair or rehabilitation of historic and non-historic structures, site utilities work (gas, electric, communications), site improvements (trail, fence, grading, concrete work, landscaping), water & wastewater, roadway (bike, roadway, signage, striping), fire & safety systems, building exterior, building interior, HVAC, electrical, plumbing (MEP), and sustainability (energy efficiency, renewables). The project examples include renovations of historic and non-historic maintenance shops, visitor center and fee stations, upgrades to electrical, water and sewer systems and facilities, rehabilitation of fire suppression systems and safety systems, parking lot and road paving, HVAC rehabilitation, re-roofing, water, sewer and gas tank construction. The selected contractors will be responsible for all labor, supervision, engineering, permitting, materials, equipment, tools, parts, supplies, and transportation to perform the services described in the specifications and drawings for each individual project.

ESTIMATED PRICE RANGE: Task orders may range from $2,000 and $2,000,000, however larger value projects may be considered. The total of all task orders placed against this contract shall not exceed $45,000,000.00 in aggregate to all contractors over the five-year ordering period.

ESTIMATED PERIOD OF PERFORMANCE: The contract performance period will be five years from contract award.

SET ASIDE: This acquisition has been set-aside for Total Small Business Concerns. Offer received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.

All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
