Additionally, the contractor must remove and replace two existing Horton Automatics accessibility door openers and associated hardware with new complete accessibility door opener systems compliant with ADA Section 404, ANSI/BHMA A156.10, and American Association of Automatic Door Manufacturers standards to ensure full 90-degree wheelchair access and appropriate opening parameters.

The project is located at Mount Rushmore National Memorial's Visitor Center lower level in Keystone, South Dakota, with a project magnitude between $250,000 and $500,000 and a 90 calendar day completion requirement from the Notice to Proceed. This is a firm-fixed price contract classified under NAICS Code 238350 (Finish Carpentry Contractors) with a small business size standard of $19 million and is set aside 100 percent for Indian Small Business Economic Enterprise (ISBEE) set-asides. Construction Wage Rate Requirements for Pennington County, South Dakota will apply. The formal Solicitation with construction specifications is expected to issue on or about August 13, 2026, with responses due approximately 20 days thereafter and anticipated closure on September 2, 2026. Offerors must possess an active UEI number and current SAM.GOV registration with completed Online Representations and Certifications by the solicitation close date. PRE-SOLICITATION NOTICE:

The National Park Service Contracting Operations (ConOps) Central, Nekota Major Acquisition Buying Office, is issuing a invitation for bid (IFB) remove and replace existing doors and windows located at Mount Rushmore National Memorial. The acquisition will be conducted using IFB process.

SOLICITATION NUMBER: 140P6326B0009

Project Description: The demo, removal, and disposal of 43 existing 5’ x 8’ viewing glass panels on the Visitor Center lower-level along with associated window sealant.

Install 43 new 5’ x 8’ one-inch argon gas insulated glass panels with new seals. Glass shall be HT LE-T tempered #2 with a ¼” soft coat low-E clear SN-68 film and a ½” tri-seal black air spacer. All ground level panels shall include square 2” x 2” frosted distraction markers at a height and spacing to match existing. Glass panels shall also have an impact resistant protective safety film (blast film) application in accordance with ANSI Z97.1 and CPSC 16 CFR 1201. The blast film shall have a minimum tensile strength of 32,000 psi, average, a peel strength of >2720 (>6), and a minimum elongation at break of > 100 percent.

Demo and dispose of all components of 2 existing Horton Automatics accessibility door openers and associated hardware to include push buttons.

Install two new complete accessibility door opener systems to include but not limited to: operators, actuators, control boards, safety sensors, power supplies with battery backup, etc… in accordance with applicable Americans with Disabilities Act (ADA) standards Section 404, ANSI/BHMA A156.10, and the American Association of Automatic Door Manufacturers to ensure appropriate opening time parameters are met and doors open a full 90 degrees to allow wheelchair access. Ensure all code required signage and language is posted per industry standards.

If a planned outage is required during the new door opener installation, contractor will coordinate the outage with Mount Rushmore (MORU) Facilities to minimize operational disruption.

All demo and install activities are to be closely coordinated with Mount Rushmore Facilities to ensure a safe work environment for both installing contractors and visitors alike.

PROJECT MAGNITUDE: Between $250,000 and $500,000.

Work Location: Visitor Center lower level. Mount Rushmore National Memorial. 13000 Hwy 244. Keystone, SD 57751.

Period of Performance: Work shall be completed within 90 calendar days of the start date provided on the Notice to Proceed. .

TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor in Beginning of Fall. Construction Wage Rate Requirements for Pennington County, South Dakota will apply.

North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: 238350 Finish Carpentry Contractors. The small business size standard is. $19 million This project is set aside 100 % for ISBEE Set-Asides.

SITE VISIT: Will be noted in Solicitation package when posted to SAM.GOV.

The contracting office will not provide hardcopies or email copies of the solicitation.

REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.

The government intends to issue a formal Solicitation with construction specifications on or about August 13, 2026. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 20 days after the RFQ issue date and it is anticipated to close on September 2, 2026. The specific date and time will be announced in the solicitation that will follow this notice.
