Title of Project: BOST 249576 & 220968, Replace Steam Heat and Distribution System & Repair

Exterior Structure and Façade of Easton Building

Description:

Heat for the Easton Building is currently supplied through a steam system provided by Boston

Municipal Distributed Steam. The system is aging, and prone to steam leaks and have caused saturation of the masonry materials encasing the steel superstructure; causing moisture to accelerate corrosion and further the existing exfoliation of the structural steel. There is not an existing heat generating system within the building.

The project will consists of:

1. Scope A – Interior

a. Replacement of existing steam heating system with new hot water system provided by steam to hot water exchangers, including the following:

i. Preparation of construction work zone along exterior walls at all floor levels, including temporary relocation of furniture and stored materials.

ii. Removal and replacement of existing vertical heating pipe enclosures at exterior walls, which include both plaster on masonry and gypsum wallboard on metal stud assemblies.

iii. Demolition of all components of the existing steam heating system, including steam piping systems throughout the basement and distribution piping, radiators and controls on all upper floor levels.

iv. New heating system equipment in the basement, including heat exchangers, pumps and control systems.

v. New steel grating walkway adjacent to new equipment in basement.

vi. New hot water distribution piping, radiators and DDC controls on all upper floor levels.

vii. Note that this scope of work will include removal of hazardous materials, including asbestos containing pipe insulation, plaster, and joint compounds.

b. Replacement of existing emergency generator, including the following:

i. Demolition of existing emergency generator and related systems in basement.

ii. New emergency generator (disassembled into components and reassembled in place to accommodate loading into the basement through sidewalk access opening) and associated equipment, including new automatic transfer switch.

iii. New fire rated, double wall diesel fuel tank and associated fuel piping.

iv. New generator exhaust with muffler installed above emergency generator room and with new penetration into existing steel‐lined masonry stack assembly.

v. New remote generator radiator on building roof, with refrigerant lines extended through the third‐floor airshaft roof and attached the brick airshaft wall.

vi. New split system air conditioning unit, and supply and exhaust fans serving the emergency generator room.

c. Replacement of existing fluorescent lighting fixtures with LED fixtures on seven floor levels, including associated exit signs.

2. Scope B – Exterior – consists of the following:

a. Restoration of granite‐clad facades, including the following:

i. Removal of approximately 60% of granite cladding stones, with restoration including both reinstallation of sound existing stone and some replacement with matching new material.

ii. Repair of steel backup masonry and steel framing system, including replacement of anchors and loose lintels.

iii. New impressed electrical cathodic protection system over entire façade area, including associated power support systems in building interior locations.

iv. 100% repointing of all mortar joints.

v. Final cleaning of all masonry façade surfaces.

b. Repairs to deteriorated steel columns and beams at base of State Street façade (in basement).

i. Removal of existing masonry partitions and column fire proofing and metal framed gypsum wallboard ceiling systems as required for access to survey and repair steel framing.

ii. Repairs to reconstruct partitions and ceilings, including new metal framed gypsum wallboard partitions, concrete floor topping.

c. Window restoration work including removal and replacement of perimeter sealants, repair of deteriorated sections, repainting of all exterior wood window sash and frames.

i. Note that this work involves removal of hazardous materials, including asbestos containing window sealants and lead containing paint.

d. Replacement of sidewalk along Devonshire Street, including replacement of the steel support structure over the basement vault.

WORK PHASES

a. The Work shall be conducted in a single phase, but coordination of the specific scope of work items will be subject to schedule and phasing as proposed by the Contractor and approved by the Contracting Officer.

1. The heating system replacement work is expected to be conducted when the heating system is normally shut down, from May through September, to avoid the need for temporary heating. All interior scope of work items (heating system replacement, emergency generator system replacement, lighting fixture replacement) are expected to be completed in a single season/year, so that NPS may re‐occupy the building even if the exterior work is extended over two seasons/years.

2. The Devonshire Street sidewalk replacement scope must be timed to coordinate with the remaining project scope.

i. The existing deteriorated sidewalk structure cannot support scaffolding needed for the Devonshire Street façade restoration scope. Temporary shoring to the basement floor slab will be required if scaffolding is erected along this façade before the sidewalk structure is replaced.

ii. The replacement sidewalk structure is designed to include a removable section that can be used for loading equipment into the basement. It should be noted that this removable section is in front of the Devonshire

Street building entrance, so use of the opening will have to be coordinated with use of the entrance door.

3. The exterior façade restoration work is expected to be conducted between May and September to avoid requirements for enclosing the scaffolding and providing temporary heat. At the Contractor’s option, this work may be planned so as to complete work on both facades in a single season, or it may be phased over two seasons with one façade completed each year.

Estimated Price Range: More than $10 million

Estimated Period of Performance: November 2021 – December 2023
