The contract is a firm-fixed-price award to a prime contractor expected in Summer 2026, with work to be completed within 120 calendar days of the Notice to Proceed and all site work impacting the existing system to be completed after Labor Day. The project magnitude is between $500,000 and $1,000,000, classified under NAICS 237110 (Water and Sewer Line and Related Structures Construction) with a small business size standard of $45 million. This is a 100% ISBEE (Industry-Specific Business Economic Enterprise) small business set-aside. Construction wage rate requirements for Pennington County apply. The formal solicitation is expected to be issued on or about May 15, 2026, with responses due approximately 30 days thereafter, anticipated closure on June 22, 2026. All offerors must have an active UEI number and be registered in SAM.GOV with completed Online Representations and Certifications by solicitation close. PRE-SOLICITATION NOTICE:
The National Park Service Contracting Operations (ConOps) Central, Nekota Major Acquisition Buying Office, is issuing an Invitation for Bid for construction services to replace septic system at Knife River Historic Indian Village, Stanton, North Dakota. The acquisition will be conducted using Invitation for Bids (IFB)/Sealed Bid process.

Project Description:.
This project will replace all exterior sanitary plumbing infrastructure associated with the Visitor Center building and select indoor plumbing piping as shown in the drawings. This includes replacement and construction of new interior sewer piping below both floors of the building, reworked exterior lift station & valve vault with all new interior & electrical components interfaced with the existing system, and a new exterior septic system including septic tank(s), cleanouts, distribution box, absorption trenches, etc. The existing sanitary system within the Visitor Center has endured issues since construction was completed back in 1992. Existing internal pipes fail to completely evacuate solids from the building, leading to backups and obstructing the system. Previous assessments identify a portion of the issue being that the pipes under the main floor level are too large (6” diameter) and at too shallow a slope (< 1.00%) to sufficiently carry solids through the building, exiting externally to the septic system. The basement sewer pipe differs from the as-built drawings, draining to the exterior lift station and is then routed back into the building at a higher elevation, connecting to the main level sewer pipe near the center of the building, finally exiting the building on the southeast side, where it makes its way to the septic tanks, dosing siphon, and filter field. There have been numerous catastrophic events involving the ejection of solids through the building’s floor drains, causing damage within the Museum Collection, Friends Group Storage, and Interpretation Storage areas. These events have led to temporary closures of the Visitor Center while maintenance staff have had to mitigate the backups and damage, leading to public health and safety concerns for both employees and visitors.
All specifications documents/drawings will be provided if/when the government proceeds with a formal solicitation.
Period of Performance:
Work shall be completed within 120 calendar days of the start date provided on the Notice to Proceed. Work on site that impacts the existing system shall be completed after Labor Day TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor in Summer 2026. Construction Wage Rate Requirements for Pennington County will apply.
NAICS CODE CLASSIFICATION: is 237110, Water and Sewer Line and Related Structures Construction. The small business size standard is $45 million.
Magnitude: Between $500,000 and $1,000,000.
SMALL BUSINESS ECONOMIC SET ASIDE: This project is set aside for 100% ISBEE.
SITE VISIT: Information will be available on the solicitation when it is posted on SAM.GOV.
The contracting office will not provide hardcopies or email copies of the solicitation.
REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
The government intends to issue a formal Solicitation with construction specifications on or about May 15, 2026. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 30 days after the IFB issue date and it is anticipated close on June 22, 2026. The specific date and time will be announced in the solicitation that will follow this notice.
