Pre-Solicitation Notice: The National Park Service (NPS), Contracting Operations Central, NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for Rock Block Monitoring Services.

Solicitation No.: 140P6325Q0007

Location: Mount Rushmore National Memorial, South Dakota.

This acquisition will be conducted using Simplified Acquisition Procedures (FAR Part 13).

This solicitation is expected to result in a 5-year Service Contract.

The NPS intends to award a firm-fixed price, a Service Contract with 5 option periods in response to the Request for Quote (RFQ). The Government estimated the base period start on April 1,2025, and end on March 31, 2026.

Description:

The Contractor shall provide all management, supervision, qualified personnel/labor, tools, replacement equipment, programming interfaces, materials, transportation and other items and services necessary to maintain the rock block monitoring system at Mount Rushmore National Memorial in a manner that will ensure continuous operation of the monitoring system per this PWS.

The contractor shall perform this work as required to maintain the entire monitoring system. Equipment shall be maintained to ensure operability. The contractor shall provide a detailed annual report to the Contracting Officer’s Representative (COR) on the first day of the last month of the performance period, monitoring shall continue until the last day of the performance period.

This acquisition is unrestricted.

The associated NAICS code is 541690 Other Scientific and Technical Consulting Services . The small business size standard is $19 million.

The government intends to issue a formal Solicitation with applicable documents on or about February 20, 2025. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 20 days after the RFQ issue date and it’s anticipated that the response date for quotes will be approximately March 12, 2025. The specific date and time will be announced in the solicitation that will follow this notice.

The RFQ package, including applicable documentation, will be posted to SAM.GOV. No hardcopies or email copies will be provided. Offerors must have a SAM UEI number, be registered, and active in the System for Award Management (SAM) http://www.sam.gov in order to be eligible for award.
