Pre-Solicitation Notice: The National Park Service (NPS), MWR NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for purchase and delivery of propane to NPS parks. The solicitation is expected to result in a firm fix priced Requirements Contract (Indefinite Delivery Vehicle (IDV). This acquisition will be conducted using Simplified Acquisition Procedures (FAR Part 13). The NPS intends to award a firm-fixed price, contract in response to the Request for Quote (RFQ).

Description: The acquisition is for propane delivered by tanker truck to Badlands National Park and Mount Rushmore National Memorial. Consumption varies year to year and depends on weather conditions. Under the previous contract (P6321D0007, 2021-2024), 19 delivery orders were issued for 280,511 gallons. An individual delivery vehicle, requirements contract, is anticipated to include 5 ordering periods. Each period will be for 1 year beginning on date of award. The requirements contract allows delivery orders at the time of need. See FAR Part 16.5.

This acquisition is 100% set aside for Small Business concerns (total small business set aside).

The associated NAICS code is 325120, Industrial Gas Manufacturing. The small business size standard is 1,000 employees. To qualify as a non-manufacture small business, the size standard is 500 employees See SBA web site regarding the Non-manufacturer rule.

The government intends to issue a formal Solicitation with specifications on or about September 16, 2024. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 66 days after the RFQ issue date and it’s anticipated that the response date for quotes will be approximately November 21, 2024. The specific date and time will be announced in the solicitation that will follow this notice.

The RFQ package, including applicable specifications, will be posted to SAM.GOV. No hardcopies or email copies will be provided. Offerors must have a UEI number and be registered and active in the System for Award Management (SAM) http://www.sam.gov in order to be eligible for award.
