Pre-Solicitation Notice: The National Park Service (NPS), MWR NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation to purchase and install a generator at Mount Rushmore National Memorial. The acquisition will be conducted using FAR Part 13, Simplified Acquisition Procedures. The NPS intends to award a firm-fixed price, services contract in response to this RFQ.

Background: Delta 01 Launch Control Facility constructed in 1962 with wood, double hung, single pane windows installed with a storm/screen window. These windows are past their life cycles and have started to deteriorate. The windows are developing cracking in the frames, storm window glass is cracked in a few of these, along with the metal screens coming out. Project would replace 31 windows and storm/screen windows. Replacement of these items will preserve the facility and reduced future maintenance costs. Existing windows as described herein will be replaced with new metal clad aluminum frames with double pane thermal insulated double panes with storm windows and screens. New window systems to match profile and look of existing windows. The facility is a historic building and highly valued by NPS. The work must be conducted with special care to protect the facility and surrounding areas.

Project Location: National Park Service, Mount Rushmore National Memorial, 13000 Highway 244, Keystone, SD, 57751.

Project Description: Provide install a new 90KW diesel generator to replace the existing 90kva Olympia generator currently supporting the Mt Rushmore Dispatch Center. The emergency load demands for the Dispatch Center is a maximum of 65,000 watts. No new transfer switch or building wiring shall be installed or changed. Existing generator will need to be removed and legally disposed of at the expense of the installer. The new generator shall mirror the shape and size of the old generator as close as possible, the existing concrete pad shall be reused to mount the new generator, the dimensions of usable concrete space is130”x 85”.

Performance Period: The performance period is expected to be 120 days and includes material lead time and delays encountered by normal weather patterns.

The primary NAICS code is 335312, Motor and Generator Manufacturing. The small business size standard is 1,250 employees.

This acquisition is 100% set aside for Small Business concerns.

The government intends to issue a formal Solicitation with specifications on or about August 13, 2021. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 15 days after the RFQ issue date.. The specific date and time will be announced in the solicitation that will follow this notice.

The RFQ package will be posted to SAM.gov. No hardcopies or email copies will be provided. Offerors must have a DUNS number and be registered and active in the System for Award Management (SAM) http://www.sam.gov in order to be eligible for award.
