About this file
This is a Notice of Intent to Award a Sole Source Contract issued by the Bureau of Indian Affairs (BIA) on behalf of the Alaska Regional Office (ARO) in Anchorage. The BIA intends to award a Firm-Fixed Price sole source contract to Tribal Data Resources for continuation of the Progeny10 License and Maintenance Agreement. The contract is justified under 10 U.S.C. 2304(c)(1) and RFO 6.103-1, citing that only one responsible source can meet agency requirements. The existing 35-seat license, currently provided under PO 140A1321P0007 and expiring September 25, 2026, supports mission-essential programs across four departments: Probate and Estate Services (10 seats), Tribal Operations (9 seats), Real Estate Services (8 seats), and Land Title Records Office (8 seats). The software supports core statutory and regulatory responsibilities related to trust asset management, land title documentation, probate case processing, and tribal service delivery.
The sole source justification is based on Progeny10 being proprietary software with exclusive capabilities that only the original developer can maintain and support. No other vendor has access to the proprietary architecture, system code, or specialized training required. The NAICS code is 541519. No formal solicitation is available and technical questions will not be answered. Firms that believe BIA should not pursue this procurement may submit a capability statement and pricing information by August 17, 2026 at 4 pm EDT. Inquiries should be directed to Jeffrey Shaffer, Contract Specialist, at Jeffrey.Shaffer@bia.gov.

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A
REQUEST FOR COMPETITVE PROPOSALS.
The Bureau of Indian Affairs (BIA) on behalf of the Alaska Regional Office (ARO), Anchorage Real Estate intends to enter into a sole source Firm-Fixed Price contract with Tribal Data Resources, under the authority of 10 U.S.C.2304(c)(1) and RFO 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements..
The ARO requires continuation of the Progeny10 License and Maintenance Agreement to ensure uninterrupted support for critical mission essential programs across Probate and Estate Services, Tribal Operations, Real Estate Services, and the Land Title Records Office. The existing 35 seat license, provided under PO 140A1321P0007 and expiring on 09/25/2026, supports core statutory and regulatory responsibilities tied to trust asset management, land title documentation, probate case processing, and tribal service delivery. Progeny10 is the only platform currently in place that integrates these functions and maintains the data integrity and record continuity required for federal trust responsibilities.
The ARO is need of a purchase order to provide services and software related to the ongoing operations and maintenance for a total of 35 users: Probate and Estate Services (10 seats), Tribal Operations (9 seats), Real Estate Services (8 seats), and Land Title Records Office (8 seats).
Only one source is capable of providing the required supplies and services because the Progeny10 platform is proprietary and requires highly specialized expertise unique to the original developer. The contractor possesses exclusive rights, technical data, and specialized knowledge necessary for maintaining, updating, and supporting the system. No other vendor has access to the proprietary architecture, system code, or the specialized training required to perform these functions. As a result, the contractor’s unique qualifications and exclusive capabilities make them the only responsible source capable of meeting the agency’s needs.
No solicitation is available and no technical questions will be answered for this requirement. The
NAICS code for this acquisition is 541519.
