PROJECT DESCRIPTION: The Bureau of Indian Affairs (BIA) requires services of a construction contractor for the following actions at the Colorado River Indian Irrigation Project (CRIIP):
Rehabilitation of Main Canal Checks 185 and 270, to include replacement of radial and slide gates and appurtenant components.
Canal realignment and new construction of Main Canal Check 420 and appurtenant components.
Electrical transmission and distribution modifications that correspond with canal realignment.
Replacement of Lateral 73-36 Check #1, to include construction of temporary bypass channel.
The Main Canal checks provide critical flow control for the delivery of irrigation water to approximately 80,000 acres of productive farmland. As CRIIP delivers water year-round, with a typical 2-week annual shut down for maintenance, construction coordination and scheduling will be critical to ensure minimal disruption to irrigation service.
The Lateral 73-36 Check #1 structure, while operable, is in a failed state and must be replaced. This structure is located further downgradient in the system. The following is a more detailed list of tasks and work-scope requirements:
MC185/MC270 Check Structure Rehabilitation Mobilization and preparatory work.
Selective demolition and disposal of items specifically identified to be removed (e.g., radial gates, lateral gates, walkways, platforms, railings, fences electrical control equipment).
Concrete check structure repairs, including concrete modifications, new structural platforms, surficial concrete restoration, joint repairs, and concrete deficiency repairs.
Procure and install Contractor-furnished radial gates and appurtenances (i.e., one gate at each of the MC185 and MC270 structures).
Install Owner-furnished lateral gates and appurtenant equipment at MC185.
Procure and install Contractor-furnished stainless steel lateral gates and appurtenances at
MC270.
Install pipe railings and miscellaneous metals for walkways, railing, bulkhead channels, etc.
Furnishing, installing, and preparing for service new prefabricated control buildings (i.e., one each for the MC185 and MC270 sites).
Electrical control systems (e.g., lighting, conduits, conductors, control panels, disconnects, and interface screens).
Furnishing and installing all fencing, signage, gates, and safety features as indicated on the drawings.
Furnishing stainless steel stop logs for installation in the bulkhead channels upstream and downstream of one radial gate.
Modifying existing stilling wells (e.g., replace concrete manhole sections and provide locking access hatches) to accommodate new water level sensing equipment.
Furnishing, placing, and compacting surface course aggregates for access road resurfacing and widening.
Contractor-furnished MC420 Radial Gate This item consists of design and shop drawing development for the Contractor-furnished MC420 radial gate, gate appurtenances, lifting assemblies, and actuation equipment. The item includes submitting Radial Gate Approval Drawings and Data and any modifications to these drawings and/or data required to resolve BIA Representative’s review comments and achieve a final, approved submittal.
MC420 Check Structure Replacement
Mobilization and preparatory work.
Water control and construction dewatering as needed to handle groundwater, surface water, and irrigation water throughout the course of construction.
Site grading includes clearing and grubbing, grading, temporary excavations, managing excavated materials and topsoil, compacting fill, and reclaiming the site to the grades and standards described in the drawings and technical specifications.
Structure excavation, foundation improvements, and backfill necessary for cast-in-place concrete structures and slabs, including the check structure and the control building base slab.
Subgrade preparation and foundation improvements for cast-in-place concrete base slab and sloped paving for the Main Canal realignment.
Furnishing and installing new stilling wells and appurtenant features for water level monitoring upstream and downstream of the new check structure.
Furnishing and installing reinforced concrete to construct the MC420 check structure, operator walkways, and control building base slab.
Furnishing, installing, and readying for service the Contractor-furnished radial gate and appurtenances.
Pipe railings and miscellaneous metals for walkways, railing, bulkhead channels, etc.
Furnishing, installing, and preparing for service a new prefabricated control building.
Electrical control systems (e.g., lighting, conduits, conductors, control panels, disconnect, and interface screen).
Demolition and disposal of items specifically identified to be removed (e.g., radial gates, lateral gates, walkways, platforms, railings, fences electrical control equipment).
Furnishing, placing, and compacting surface coarse aggregates for access road resurfacing and widening.
Spreading salvaged topsoil, finished grading, site restoration, and revegetation of disturbed areas.
Furnishing and installing all fencing, signage, gates, and safety features indicated on the drawings.
Furnishing stainless steel stop log guides (i.e., bulkhead channels) and installation upstream and downstream of the MC420 radial gate bay.
MC420 Electrical Transmission and Distribution Modifications
Mobilization and preparatory work.
Transmission Modifications: Realigning the 69kV Power Line to be outside of the new irrigation right of way, including clearing and grubbing (within the allowed vegetation clearing window); constructing drilled shaft foundations; providing and installing steel transmission poles; providing and installing conductors; providing and installing an isolation switch and associated elements of work; and any labor, equipment, or materials, necessary for, or incidental to, the transmission modifications. Contractor is responsible for scheduling outages in compliance with the defined outage windows and durations and other work restrictions.
Distribution Modifications: Extending the electrical distribution line to provide service to the new MC420 control building, including clearing and grubbing; providing and installing wood poles; modifying existing structures; providing and installing conductors;
and any labor, equipment, or materials necessary for, or incidental to, the electrical distribution line modifications.
Lateral 73-36 Check 1 Replacement
Construct a temporary bypass channel composed of earthen fill to dewater the area where the replacement Check 1 structure will be constructed.
Install sheet pile flow barriers at the entrance and exit of the temporary bypass channel to isolate the temporary bypass work area from flows within Sublateral 73-36.
Construct a temporary check structure composed of sheet piles at the head of the bypass channel to maintain an upstream water surface elevation needed to turn out flows required by CRIP operating personnel into Sub-sublateral 73-36-7 while the replacement Check 1 structure is being constructed.
Construct or install cofferdams upstream and downstream of the location where the replacement Check 1 structure will be constructed to direct flows through the temporary bypass channel.
Construct a replacement Check 1 structure, including a long-crested weir, downstream of the existing Check 1 structure in accordance with project plans and specifications.
Temporarily widen an existing access road and place fill required to raise the canal banks adjacent to the location of the replacement Check 1 structure as shown in the project plans.
Carry out earthwork required to place the project features (including the temporary project features) depicted in the plans and restore the temporary project features to the conditions shown in the plans after the replacement Check 1 structure is placed in service.
Remove the temporary bypass channel, temporary check structure, and any cofferdams after the replacement Check 1 structure is constructed.
Restore the temporarily widened access road to the conditions indicated in the project plans as the temporary bypass channel is removed, and place coarse aggregate on new roadways and access roads.
Demolish the existing Sublateral 73-36 Check 1 structure.
Demolish the existing Sub-sublateral 73-36-7 turnout structure.
Install a new precast headgate structure and outlet pipe at the head of Sublateral 73-36-7 turnout in accordance with project plans and specifications.
BIA will be soliciting a reputable construction contractor familiar with irrigation structures, radial and slide gate installation, testing and commissioning of mechanical and electrical systems, and heavy civil work. The ability to maintain a tight schedule and work within limited canal shutdown timeframes is critical.
