PROPOSAL OR INVITATION FOR BID. THERE IS NO SOLICITATION
AVAILABLE AT THIS TIME.
SOLICITATION NUMBER: 140A1625R0017
TITLE: WAPATO DROP ONE WATER SCREENS
GENERAL: The Department of the Interior (DOI), Bureau of Indian Affairs (BIA) will be soliciting proposals from Indian-owned Small Business Economic Enterprises (ISBEE’s) having the capability to perform the work described below. This is a PRESOLICITATION NOTICE only and does not constitute a solicitation; accordingly, no response is due currently.
Specific instructions on submitting proposals will be contained in the solicitation documents to be issued on or after the date listed below. It is anticipated that a solicitation will be issued via this announcement on or around May 2, 2025, on SAM.gov.
Responses will be due approximately 30 days or more following the issuance of the solicitation, once posted. Actual proposal receipt date will be established at the time solicitation documents are available. The entire solicitation package will have all attached documents will be available in Adobe PDF and/or Microsoft Word. Any specifications and drawings will be available in Adobe PDF and/or Microsoft Word.
PROJECT DESCRIPTION: The Bureau of Indian Affairs (BIA) requires services of a construction contractor to install traveling water screens, gate actuators and general safety improvements, at the Drop 1 Pumping Plant, an important irrigation component of the Wapato Irrigation Project (WIP) near Yakima, Washington.
The Drop 1 Pumping Plant supplies irrigation water to the Highline Canal, Main Canal Extension, and the Main Canal. This critical facility requires around-the-clock monitoring and cleaning to ensure irrigation deliveries are not paused during the irrigation season.
Continual cleaning of existing forebay trash racks is accomplished by WIP staff using long handled rakes and wheelbarrows. This process is very unsafe and physically demanding.
Modernizing the existing trash racks with an automatic traveling screens, mechanical and electrical improvements, and other safety upgrades constitute the majority of the work.
In order to accomplish the project objectives, the BIA is soliciting a reputable construction contractor familiar with irrigation facility upgrades, water screen installations, testing and commissioning of mechanical and electrical systems, and heavy civil work in challenging winter environments during non-irrigation timeframes.
PROJECT LOCATION(S): The Drop 1 Pumping Plant is located approximately 8.2 miles south of Yakima, Washington, in Section 36, T12N, R18E, WM within the Yakima Nation Reservation, and more specifically located on the Main Canal, approximately 4.4 miles downstream from the Yakima River diversion.
MAGNITUDE: In accordance with FAR Part 36.204(f), the estimated construction price range for this project is: Between $1,000,000 and $5,000,000.
SET-ASIDE TYPE: This will be an ISBEE competitive, firm-fixed price contract, procured in accordance with the Federal Acquisition Regulation (FAR) Part 15. This will be a negotiated procurement using the Lowest Price Technically Acceptable (LPTA) method. However, the results and analysis of the market research will finalize the determination of the procurement method.
NAICS CODE: The North American Industry Classification System (NAICS) code for this project is 238190, Other foundation, structure and building exterior contractors. The Small Business Size Standard is $19,000,000.00.
DURATION: The tentative period of performance for this project is approximately two hundred ninety-five (295) calendar days after issuance of Notice to Proceed.
