PRE-SOLICITATION NOTICE:
The National Park Service Contracting Operations (ConOps) Central, Nekota Major Acquisition Buying Office, is issuing an Invitation for Bid for a Replacing fencing at Theodore Roosevelt National Park South Unit. The acquisition will be conducted using Invitation for Bids (IFB)/Sealed Bid process.

Project Description:
Providing all materials, equipment and labor to remove approximately 7600 linear feet of existing boundary fence and replace with new fence constructed to the drawings and specifications defined within these contract documents (specifications and drawings) as a Base Bid. Base Bid scope of work terminates with installation of gate and double H-brace double H-brace structure on the free end of gate. Additionally, as a Bid Additive which the NPS may elect to award, based on availability of funds, the removal and replacement of an additional 2920 linear feet of boundary fence beginning from the termination of the base bid fence and extending to the existing livestock guard crossing on East River Road (park entry road).
New fence shall consist of galvanized steel round posts with shop prepared thru-holes to receive tie wire, high strength woven wire mesh rolled fencing as manufacturer recommended for bison livestock uses, varied gauges of wire for tying off mesh and H-brace assemblies, 3/8” steel aircraft cabling, and 2 steel framed and hinged permanent gate structures. All materials listed define the salient characteristics of the minimum level of performance to be provided by respective materials. Basis of design acceptable manufacturers named are for Contractor reference and consideration only as they meet the salient characteristics.
The Contractor shall be responsible for determination of all final quantities. See respective notes and details within the construction documents which define minimum line post spacing, required location criteria for single or double H-brace structures, and use of rigid livestock panel wire panels to supplement woven wire in locations that warrant greater rigidity in fence material.
The project will be conducted in phases of one-half mile increments. The contractor shall leave the existing fence in place as means to define limits of construction and wildlife management as new fence is constructed with an offset of 12’-0” or greater as shown or approved by the CO. Upon installation of new fence half mile interval, the Contractor shall request an inspection from the CO/COR in order to approve the installed section of fence. Upon written receipt of government acceptance for the completed half-mile segment, the Contractor shall proceed with removal and off-site lawful disposal of the half-mile segment of existing fence paralleling the newly installed segment. The Contractor shall then proceed with new fence installation in the subsequent next half mile segment. Any deviations to this length of interval for acceptance the Contractor proposes shall be permissible only with written approval from the CO.
Accessing the project area will be predominantly through Interstate 94 right-of-way with a limited extent of access from East River Road (park entry road). The Contractor shall strictly adhere to all conditions of the permit issued by the North Dakota Department of Transportation, as enforced by the NPS which addresses sole locations of access, staging, and traversing through the right-of-way from the interstate. Parameters of the permit cited within these specifications and construction drawings.
PROJECT MAGNITUDE: Between $500,000 and $1,000,000.
Period of Performance: Work shall be completed within 320 calendar days of the start date provided on the Notice to Proceed. This period shall include any required adverse winter weather break periods in the work, including an anticipated on-site work winter stoppage beginning approximately mid-November and resume late March or earlier based on seasonal conditions and government approval.
TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor in Late Spring 2025. Construction Wage Rate Requirements for Billings County, ND will apply.
North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: 238990 (Fencing Contractors) Size Standard: $19 Million. This project is set aside 100 % for Small Business Set Aside Total.
SITE VISIT: Will be noted in Solicitation package when posted to SAM.GOV.
The contracting office will not provide hardcopies or email copies of the solicitation.
REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
The government intends to issue a formal Solicitation with construction specifications on or about February 28, 2025. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow. The responses will be due approximately 30 days after the IFB issue date and it is anticipated close on March 29, 2025. The specific date and time will be announced in the solicitation that will follow this notice.
