PRE-SOLICITATION NOTICE:

Project Description: The National Park Service, NEKOTA Major Acquisition Buying Office (MABO) intends to issue a Request for Quote (RFQ) for work to provide all labor, equipment, and material for replacing a 1000-gallon and 500-gallon propane tank and their concrete pads/bollards shall be demolished and removed along with the existing steel propane gas line. Replacement with a 5000-gallon propane tank, supplying a new regulator valve, moving the existing propane gas meter, miscellaneous pipe connections and a new concrete pad with six new bollards. Also, construct approximately 220 feet of new 1½-inch HDPE propane gas line from the new propane tank site to the Visitor Center. Approximately 100 feet of gravel approach to the new tank site is included in this project to include minimal grading and tree removal at the new approach and tank site.

TYPE OF CONTRACT: Firm Fixed Price. Construction Wage Rate Requirements for Custer SD will apply.

LOCATION: Jewel Cave National Monument, 11149 US Hwy 16, Custer SD 57730

MAGNITUDE OF CONSTRUCTION: Between $25,000 and $100,000.

NAICS CODE: The associated NAICS is 237120 Oil and Gas Pipeline and Related Structures Construction. The small business size standard is $45M.

IMPORTANT NOTICE: New size standards were updated effective December 19, 2022. Businesses registered in System for Award Management (SAM.gov) must update their SAM registration in order to have their small business status updated based on the new size standards. SAM profiles will continue to display the small business status under the old size standards until SAM registration is updated.

NOTICE OF SET ASIDE: This project is set-aside for 100% Total Small Business.

SCHEDULE: The government anticipates that work will be completed in 105 days. The final performance start date is contingent on issuance of Notice to Proceed.

SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.

The government intends to issue a formal Solicitation with construction specifications and/or drawings on or about March 30, 2023. If this date is delayed, the solicitation will follow as soon as possible. This is a PRELIMINARY NOTICE of a solicitation that will follow. The responses will be due approximately 16 days after the RFQ issue date, on/about April 13 2023. The specific date and time will be announced in the solicitation that will follow this notice.

The RFQ package, including applicable attachments will be posted http://www.sam.gov. No hardcopies or email copies of the solicitation will be provided.

In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
