About this file
This document is a Notice of Intent to Issue a Sole Source Contract, issued by the U.S. Department of the Interior (DOI) through the Office of Acquisition and Property Management on behalf of the Bureau of Safety and Environmental Enforcement (BSEE), Bureau of Ocean Energy Management (BOEM), and Office of Surface Mining Reclamation and Enforcement (OSMRE). The government intends to award a sole source contract to The University of Chicago (455 N Cityfront Plaza Dr Ste 950, Chicago, IL 60611-5595) under Revolutionary Federal Acquisition Regulation (RFO) Part 12 and RFO Part 6.103-1 for the Globus Platform Software, Configuration, Training, Service, and Documentation Support. The contract identification number is 140M0126Q0037.
BOEM has determined that the Globus Platform, a non-profit service managed by the University of Chicago, is the sole source capable of meeting the government's requirements because it is the only commercially available high-performance managed data transfer solution utilizing Globus GridFTP derived technology with multi-Gbps reliable file movement and automated fault recovery capabilities. The platform provides exclusive managed endpoints and connectors for secure cross-institutional transfers between DOI bureaus, federal High Performance Computing systems, and partner research institutions; maintains a unique trust fabric and federated identity model integrated with academic and federal identity providers; and is essential for integrating with existing research datasets and scientific workflows dependent on Globus endpoints at partner institutions. Standard protocols cannot substitute for this solution due to lack of automated fault recovery at scale, inability to handle multi-Terabyte transfers over high latency networks, and lack of compatibility with established Globus-based data exchanges. The anticipated period of performance is 12 months from date of award. Capability statements or quotations from other firms believing they can meet these requirements must be submitted in writing via email to the Contracting Officer at david_villani@ios.doi.gov by 5:00 p.m. Eastern Time on July 14, 2026.
