Title of Project: ACAD 312255 – Rehabilitate Schoodic Water & Wastewater Systems, Acadia National Park, Winter

Harbor, Maine

Project Description:

The project is located at Acadia National Park, (Schoodic Peninsula) Winter Harbor, Maine

The construction magnitude is between $5M and $10M.

The surrounding area is remote.

The construction site is approximately 30 miles from the nearest lodging facilities.

The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact.

The site requires protective measures to ensure the surrounding area remains undisturbed.

The anticipated period of performance of 480 calendar days including any potential weather shutdown.

There are seasonal/other shutdowns mandated through the construction season.

Project Scope:

This project is a Design-Bid-Build construction effort that will rehabilitate the potable water and the wastewater systems in Acadia’s Schoodic District, which were constructed circa 1970s, modified at various times in the years following, and are aged beyond their useful lives. Over 250,000 visitors use facilities in this remote site each year.

Improved water and wastewater treatment systems will decrease the likelihood of environmental contamination and compromised health and safety of visitors and employees.

The project addresses ongoing maintenance/repair work by upgrading the systems for continued service. Work includes renovation of deteriorated lift stations with new pumps, mechanical components, and controls; repair of the supervisory control and data acquisitions (SCADA) system; inspection and replacement of wastewater collection lines; well house reconstruction, and improvements to minimize freezing potential.

Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror’s technical capability in comparison to its price.

Estimated Price Range: between $5 million and $10 million

Estimated Period of Performance: 480 calendar days (estimated October 2022 – January 2024)

Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents

A pre-proposal meeting may be posted and date/location will be noted in the solicitation.

All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors are strongly encouraged to contact their local Small Business

Administration Office, to post their need for qualified subcontractors at http://www.sba.gov .
