The current incumbent is Aero Spray, Inc. dba Dauntless Air under a $27 million contract expiring March 31, 2025.

SAM ANNOUNCEMENT
PRESOLICITATION NOTICE SOLICITATION# 140D0424R0120
The Department of the Interior – Interior Business Center (IBC), Acquisitions Service Directorate (AQD) in support of the Bureau of Land Management (BLM), Aviation Fire Service (AFS), intends to solicit for exclusive use of fixed wing single engine scooper services at Fort Wainwright, Fairbanks, Alaska as follows:
DESCRIPTION
This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time. The Department of the Interior, BLM AFS, has a requirement for four single engine, amphibious, water scooping aircraft to apply water for fire suppression missions located at Fort Wainwright, Fairbanks, Alaska and possibly the Lower 48 (L48) that is contractor operated and maintained, which meets the solicitation minimum aircraft requirements for pre-determined exclusive use periods of performance. Contractor service include airplanes, personnel, and other associated equipment as specified in the solicitation. Water will be scooped from water sources such as lakes or rivers and loaded at ground locations. The Contractor should anticipate operating from paved and agreed upon gravel runways in remote locations.
The contractor must maintain the appropriate Standard or Restricted Airworthiness Certificate IAW 14 CFR and have engineering and logistical support for continued air worthiness from the current type certificate holder or supplemental type certificate (STC) holder. Installation of any equipment required by this contract must be Federal Aviation Administration (FAA) approved. The contractor is responsible for and must comply with all applicable Federal Aviation Administration (FAA), Airworthiness Directives (ADs) and Manufacturer’s Mandatory Service Bulletins (MMSBs) before and during contract performance.
Minimum Aircraft Requirements
Must have a Standard or Restricted Airworthiness Certificate.
Aircraft certified under 14 CFR 23 or 25.
An aircraft make and model for which engineering and logistical support, for continued airworthiness, is provided from the current type certificate holder or supplemental type certificate holder.
Certified VFR day/night
Tank capacity of 800 US gallons.
Payload 600 US gallons of water with 2.5 hours of fuel, 200 pound pilot, at 3,000 PA and 25 degrees C.
Cruise airspeed of at least 140 KTA at 7,000 feet PA and 30 degrees C empty tank.
Capable of operating from a 5,000 foot gravel runway, 3,000 feet PA and 25 degrees Celsius with an empty tank.
Note 1: Air Tractor AT-802F aircraft are known to meet the above requirements.
Note 2: The following air IAB approved Type 4 single engine airtanker gates:
Airtractor Fire Gate Gen 1, Gen 2, Gen 3
Hydromax Gate.
The Government will direct aircraft to support its missions and objectives. During the exclusive use period, aircraft furnished shall be subject to the exclusive use and control of the Government 24 hours per day, 7 days per week. There will be one solicitation and one awarded Indefinite Delivery Indefinite Quantity (IDIQ) contract with Fixed unit prices (FP) with Economic Price Adjustment (EPA) for aircraft insurance. The contract will have an estimated five-year ordering period from April 1, 2025 – March 31, 2030. The exclusive use period each year is estimated to be on or around May 20 – August 2 (75 calendar days).
The anticipated issue date of the solicitation is on or around September 23, 2024, with a projected closing date of October 28, 2024.
Services are currently being provided by Aero Spray, Inc. dba Dauntless Air, a large business, under contract 140D8120D0004. The existing contract has a five-year ordering period, expiring March 31, 2025, and awarded with a Ceiling amount of $27,000,000.00. Funding is at the Task Order Level.
This acquisition will be accomplished in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and FAR Part 15, Contracting by Negotiation. This Request for Proposal will be solicited full and open, unrestricted, under NAICS code 11530 which has a size standard of $34M. It will be a requirement that the successful awardee be registered in the System for Award Management (SAM). The solicitation will be posted here on SAM.gov.
