SAM ANNOUNCEMENT
PRESOLICITATION NOTICE SOLICITATION# 140D0423R0032
*IMPORTANT* This pre-solicitation notice corrects solicitation number from 140D0423Q0164 to 140D0423R0032
The Department of the Interior – Interior Business Center (IBC), Acquisitions Service Directorate (AQD) in support of the Bureau of Land Management, intends to solicit for exclusive use of helicopter services at Fort Wainwright, in Fairbanks, Alaska as follows:
DESCRIPTION
This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time. The Department of the Interior, Bureau of Land Management, has a requirement for one medium rotary wing aircraft supporting the Tanana Fire Management Zone, based at Fort Wainwright, Fairbanks, Alaska, for flight services. Flight services are for the exclusive use of the Bureau of Land Management, Alaska Fire Service to support transportation of personnel and/or cargo in support of natural resource missions, fire suppression, prescribed fire, search and rescue, administrative and related activities, including interagency government work as directed by the government. The Government will direct the aircraft to support its missions and objectives 24 hours per day, 7 days per week during the exclusive use period. NOTE: The aircraft will begin the exclusive use period at Fort Wainwright, Alaska but may be assigned to several field stations or fire camps.
The contractor must maintain the appropriate Airworthiness Certificate IAW 14 CFR, Air Carrier Certificate or Operating Certificate and have engineering support for continued airworthiness from the current to the supplemental certificate holder and all equipment must be FAA approved. The contractor is responsible for and must comply with all laws and regulations, and otherwise have or obtain all needed licenses, permits, and certifications, including, but not limited to, those necessary for the carriage of persons or property within the United States.
Minimum Aircraft Requirements
Seating: Nine (9) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single pilot operated.
PIC position: Left Seat PIC
Payload: Non-jettisonable payload (HOGE) of 1,400 pounds at 25 degrees C at 7,000 feet pressure altitude using a pilot weight of 200 pounds, a 35-pound survival kit and fuel for 1.9 hours.
Powerplant: Turbine engine
Landing Gear: Skid type
Airspeed: 100 Knot Vne at Sea Level
Extended Range: 90-gallon auxiliary fuel tank
The Government will direct the aircraft to support its missions and objectives 24 hours per day, 7 days per week during the exclusive use period.
There will be one solicitation and one awarded Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contract will have an estimated 5-year ordering period from 05/01/2023 – 04/30/2028. The exclusive use period each year is estimated to be on or around 05/23 – 08/20 each year (90 calendar days). The anticipated issue date of the solicitation is 18 Jan 23, with a projected closing date of 17 Feb 23.
Services are currently being provided by TEMSCO HELICOPTERS INC, a small business, under contract 140D8118D0001. The existing contract is a five-year ordering period, awarded on 03/21/2018 and expiring 10/31/2023. The total contract value at time of award was for $8,500,000.00
Contractor services include provision of a helicopter, personnel, fuel (when not provided by the government), and all other associated equipment, to support missions as prescribed in the solicitation. The Contractor shall possess a Federal Aviation Administration (FAA) certificate issued under 14 CFR Part 135, 133, and 137.
The contract aircraft must have a Standard Airworthiness Certificate and have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder.
Installation of any equipment required by this contract must be FAA approved.
This acquisition will be accomplished in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. This Request for Proposal will be solicited as a 100% small business set-aside, under NAICS code 481211 - Nonscheduled Chartered Passenger Air Transportation which has a small business size standard of 1,500 employees or less. It will be a requirement that the successful awardee be registered in the System for Award Management (SAM). The solicitation will be posted here on Beta SAM, SAM.gov.
