FEDERAL BUSINESS OPPORTUNITIES ANNOUNCEMENT

Pre-Solicitation Notice: 140D0423R0016

The Department of Interior (DOI), Interior Business Center (IBC), Acquisitions Services Directorate (AQD) in support of the US Navy intends to solicit for On-Call Fixed Wing Flight Services as follows:

DESCRIPTION

This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time.

The DOI has a requirement to obtain fully Contractor operated and maintained on-call fixed wing flight services in support of the U.S. Navy ship weapon system test and evaluation (T&E) program. Missions may include aerial surveillance; reconnaissance and/or clearance; tactical datalink; data and communications relay; and air transportation of personnel, equipment, and supplies in support of weapon systems and sensors test and trials. The Government will direct aircraft to support its missions and objectives.

All contractors shall maintain the appropriate Airworthiness Certificate IAW 14 CFR Air Carrier Certificate and Operating Certificate, a Federal Aviation Administration (FAA) Part 135 Certificate, and all equipment required by the contract must be FAA-approved and inspected by OAS. The contractor is responsible for and must comply with all laws and regulations, and otherwise have or obtain all needed licenses, permits, and certifications, including, but not limited to, those necessary for the carriage of persons or property within the United States. The acceptable minimum aircraft requirements are based on the Government’s minimum need to perform the work outlined in the specifications.

This acquisition will be accomplished in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation and Part 12 Acquisition of Commercial Products and Commercial Services. The Request for Proposals will be solicited as full and open competition, under NAICS code 481219 Other Nonscheduled Air Transportation and PSC V121 Transportation, Travel, and relocation – Air Charter. The anticipated issue date of the solicitation is 23 November 2022 with a projected closing date of 23 December 2022. It is a requirement that all vendors be registered in the System for Award Management (SAM) at the time of proposal. The solicitation will be posted under Contract Opportunities at www.SAM.gov.

The anticipated contract base period will be from 01 March 2023 through 29 February 2024, with the possibility of four one-year option periods.
