The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the
Department of the Interior's (DOI) Bureau of Land Management (BLM), has a requirement for fully contractor operated and maintained helicopter services to support fire suppression and natural resource activities. The helicopters will be based in Elko, NV, and St. George, UT to support missions including, but not limited to, interagency fire management program support such as wildland fire suppression, fire monitoring, initial attack, and related resource activities. Some technical flights are conducted in a high angle vertical environment with minimal rotor clearance. Contractor may be required to operate from an alternate base when dispatched by the Government.
This requirement is for three light (Type III) helicopter meeting the following minimum aircraft requirements.
A2 Elko, Nevada
ITEM DESCRIPTION
Aircraft Required: One light helicopter meeting the minimum requirements in
Section A and equipped as specified in Section B.
Designated Base: Elko, NV
Crew Compliment Required: Pilot-in-Command (PIC) with relief pilot, fuel service vehicle driver with relief driver, and mechanic with relief mechanic. The Contractor may provide a mechanic that is also the fuel service vehicle driver.
Fuel Servicing Vehicle Requirement: One vehicle equipped as specified in Section B8 for each line item
(aircraft) awarded.
Minimum Helicopter Requirements:
Seating: Five (5) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single pilot operated.
Payload: Non-jettisonable payload (HOGE) of 900 pounds at 25 degrees C at
7,000 feet pressure altitude using a pilot weight of 200 pounds, a 25-pound survival kit, and fuel for 1.9 hours.
Powerplant: Turbine engine
Certification Basis: 14 CFR 27
Airspeed: 130 Knots at 7000 feet and 25 degrees C
Landing gear: Skid Type
Aft Cabin Seating: Utility folding forward-facing aft cabin seating for easy access to a flat cabin floor equipped with tie downs for carriage of bulky cargo.
Target Helicopter Requirements:
Aft Cabin Doors: Equipped with right and left side sliding doors
Performance Arriel 2D Engine Enhancements: BLR FastFin® or equivalent system
Dual Hydraulics

Dual Hydraulics
The exclusive use period, subject to change as permitted in the solicitation, is June 4 through September 1
(90 days) for Elko, NV, May 22 through August 23 (90 days) for St. George, UT. The contract includes options of renewal for an additional four years. The Contractor shall possess a Federal Aviation
Administration (FAA) certificate issued under 14 CFR Part 135, 133, and 137. The anticipated issue date of the solicitation is August 25, 2022 with a projected closing date of September 30, 2022. It is a requirement that the successful awardee be registered in the System for Award Management (SAM). This solicitation is small business set-aside under NAICS code 481211, Nonscheduled Air Passenger Transportation, which has a small business size standard of 1,500 employees or less.
