INTERIOR BUSINESS CENTER

Washington, DC 20240

PRESOLICITATION NOTICE

SOLICITATION # 140D0426Q0856

The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) is issuing this presolicitation notice in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 5.101. The Contracting Officer for this requirement is Jamie Gregar (Jamie_Gregar@ibc.doi.gov) and the Contract Specialist is Denam Perera (denam_perera@ibc.doi.gov).

This acquisition is not designated as a small business set‑aside and will be conducted as a sole‑source action under the authority of RFO 12.102(a). The Government intends to award this requirement on a sole‑source basis to The George Washington University, located in Washington, D.C. The period of performance will extend from contract award through 12 months, with an anticipated award date of September 21, 2026. The applicable NAICS code is 621999, All Other Miscellaneous Ambulatory Health Care Services, and the Product Service Code (PSC) is Q999, Medical - other.

AQD, on behalf of HHS OIG, intends to procure contractor support for the National Training and Emergency Operations Branch (NTEOB) Medical Program. HHS OIG requires emergency medical training, certification, and support services for approximately 600 personnel conducting health care fraud investigations.

NTEOB delivers medical training but requires a licensed medical professional for direction, subject matter expertise, and 24/7 operational medical reach-back. The program provides specialized operational medical training, including non-healthcare provider First Aid/CPR/AED training, Tactical Emergency Casualty Care (TECC), and Law Enforcement Responder training. Because HHS OIG lacks internal capability to provide certain courses and medical oversight, contractor support is required. The contractor will provide medical direction, consultation, oversight, protocol development and maintenance, 24/7 online medical advice, medical training courses (Law Enforcement Responder Training Program, Medical Instructor certification and refresher training, and other specialized medical courses), and travel in support of training.

The medical director must be a licensed, board‑certified emergency physician with EMS subspecialization, at least 15 years of emergency medical experience, and five years overseeing EMS or law enforcement training programs. The program must have a minimum of 10 years of experience delivering emergency medical courses at or above EMR level and be associated with an academic Level I trauma center offering multiple post‑residency fellowship programs. The program should be able to show examples of similar medical direction and training they are currently providing to other law enforcement agencies. The affiliated university or hospital must be located within the National Capital Region and able to provide short‑notice support at the HHS OIG National Operations Center in Largo, MD.

The Government intends to issue a sole-source Firm Fixed Price purchase order to The George Washington University, which developed the current HHS OIG medical training program and has provided medical training support to all HHS OIG Special Agents for more than 10 years. The George Washington University possesses a detailed understanding of the HHS OIG mission and the operational needs of the HHS OIG Office of Investigations medical program. Market research conducted by the Government did not identify any alternative sources with the technical capability to perform the required work.

This is a presolicitation notice only; no quotes or proposals are being requested at this time. All responsible sources may submit capability statements or information relevant to this requirement, which will be considered by the agency; however, this acquisition is intended as a sole‑source action, and the Government plans to issue a solicitation directly to The George Washington University as the sole‑source contractor.
