SOLICITATION #140D0426Q0249

The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate, Division 3, Branch 4, is issuing this pre-solicitation notice in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 5.101. The Contracting Officer for this requirement is Jamie Gregar, Email: Jamie_Gregar@ibc.doi.gov.

This acquisition is not a small business set-aside and will be pursued as a sole source action under the authority of RFO 12.201-1 and 41 U.S.C. 1901. The requirement will be awarded on a sole source basis to SteelCoast Company LLC, located in Brownsville, Texas.

The applicable NAICS code is 488390, Other Support Activities for Water Transportation, and the Product Service Code (PSC) is J020, Maintenance, Repair, Modification, Overhaul, and Servicing of Ship and Marine Equipment.

The Department of the Interior, Interior Business Center (IBC), on behalf of the Department of the Navy (NAVSEA 21), intends to procure contractor support services for the recovery, handling, processing, and shipment of Government-designated shipboard equipment from two non-retention vessels: Ex Whidbey Island (LSD 41) and Ex Fort McHenry (LSD 43). The scope of work includes the harvesting and removal of specified equipment from aboard the vessels, cleaning of all recovered materials to remove marine contamination and debris, and packaging of items in accordance with MIL-STD-2073 requirements for preservation, packing, and shipment. The contractor shall also be responsible for staging and preparing all equipment for transportation to Government-designated locations. The contractor will be required to provide all necessary labor, supervision, equipment, and logistical support to perform the work, including but not limited to cranes, rigging systems, lifting devices, material-handling equipment, transportation assets, and other tools necessary to safely access, remove, and handle equipment onboard the vessels. All work shall be performed in a manner that complies with applicable safety, environmental, and industrial marine standards. The period of performance will extend from contract award through September 12, 2027. The Government intends to award a sole-source Firm-Fixed-Price contract to SteelCoast Company, LLC, located in Brownsville, Texas. SteelCoast Company, LLC currently holds contractual possession, legal custody, and operational control of both vessels under MARAD Sales Contracts MA 14542 and MA 14543, executed on December 9, 2025, which provides exclusive lawful access to the vessels. The requirement involves work aboard inactive naval vessels requiring physical access to shipboard spaces, coordination of heavy industrial removal operations, and use of shore-based industrial marine support infrastructure. The contractor must have the ability to safely conduct shipboard equipment removal and handling operations, including use of heavy-lift capabilities, rigging systems, and environmental and safety controls suitable for maritime industrial work. Market research conducted by the Government did not identify any alternative sources with both the legal authority to access the vessels and the technical capability to perform the required work. No mandatory Government sources or commercial providers were identified that can meet the requirement without access to the subject vessels or comparable industrial facilities.
