About this file
This document is a Sole Source Notice of Intent for the Montezuma National Wildlife Refuge (NWR) Water Utility Improvements project. The U.S. Fish and Wildlife Service intends to award a sole source contract to the Town of Montezuma for constructing a municipal water service extension in Seneca Falls, NY. The project will extend water service through multiple towns in Cayuga and Seneca Counties, addressing the refuge's current water challenges of trucking and storing water in buried cisterns, and providing bottled water for drinking.
The water line project will create a capped connection at a central point on the refuge property, with future building connections to be handled under a separate construction project. The procurement will be classified under NAICS Code 237110 for Water and Sewer Line Construction, with a Procurement Classification Code of C1NZ. Interested parties can submit product information and capabilities statements to Ian Young at Ian_A_Young@FWS.gov by June 3, 2025, at 1:00 PM Eastern Time. The Town of Montezuma will advertise the procurement with full and open competition, aided by the civil infrastructure engineering firm that designed the project.

Sole Source Notice of Intent
MONTEZUMA NWR WATER UTILITY IMPROVEMENTS
This notice serves to inform the public of the Government's intent to award a sole source contract in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
This requirement is for sole source procurement with The Town of Montezuma for the construction of a new municipal water service extension for the Montezuma National Wildlife Refuge (NWR) in Seneca Falls, NY. General Construction for the water main extension will occur within the Towns of Aurelius and Montezuma in Cayuga County, within a NYSDOT Right-of-Way within the Town of Tyre in Seneca County, New York, and on the Federal property of the Montezuma NWR.
The Montezuma National Wildlife Refuge (Refuge) currently purchases water for its visitors, staff, and maintenance facilities. Water is trucked to the Refuge on a regular basis and stored in buried cisterns on site for non-potable uses. Bottled water is providing for drinking. Previous attempts to dig wells at the site found the groundwater to be salty and not fit for drinking. The closest available public water supply is owned by the Town of Aurelius and is located approximately 0.6 miles away on River Road. As part of a larger project to replace the visitor center at the Refuge, the need for a reliable and potable drinking water source was determined to be necessary. Drinking water will be conveyed from the nearest municipal source to the Refuge for the purpose of providing potable water to staff, visitors and maintenance buildings, as well as provide fire protection for the facilities.
The end point of this waterline project will be a capped connection at a central point on the Refuge property. The future connection to the existing and new buildings will be performed under a separate future FWS construction project.
The Towns of Montezuma and Aurelius maintain their own Water Departments and public water supply infrastructure. As per the State Environmental Quality Review Act (SEQRA), the Town of Montezuma Town Board has established itself as Lead Agency for the Project and expressed an interest in submitting a comprehensive proposal covering all construction scope of work items described in the SOW. No other source of potable water has been found to be feasible or economical other than connecting to the nearest municipal water supply. The Town of Montezuma will advertise the procurement with full and open competition, with the aid of the civil infrastructure engineering firm that designed the project and who has experience with this type of directional drilling work.
This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same products may submit product information and a capabilities statement that speaks to the products the US Fish and Wildlife Services are seeking in this proposed acquisition. All responses are due by June 3, 2025 1:00 PM Eastern Time and can be sent to Ian Young at Ian_A_Young@FWS.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
