Sole Source Memorandum WaldoAir XCAM Ultra50 Aerial Imaging System
The United States Department of Interior, Bureau of Ocean Energy Management (BOEM) is proposing to award a Firm Fixed Price (FFP) Purchase Order to WaldoAir Corporation. BOEM has a requirement to purchase a WaldoAir XCAM Ultra50 Aerial Imaging System. Period of performance shall be 45 days from award.
This justification is hereby prepared in accordance with FAR 13.106-1(b)(1)(i) – Soliciting from a Single Source. The WaldoAir XCAM Ultra50 Aerial Imaging System is solely available through WaldoAir Corporation.
The WaldoAir XCAM Ultra50 Aerial Imaging System must have the following specifications:
Instrument must be rugged and suitable for flight conditions in Alaska Camera sensor must be 50 MP System must include an integrated GPS antenna System must provide large area coverage with up to 17,100 pixels in cross range, while using small single/twin engine aircraft System must be small enough to fit securely into a pelican case, and able to be carried on any commercial aircraft or shipped for minimal cost to any location around the world The manufacturer must be able to design and fabricate a mount for our intended aircraft (Cessna 337) The system must include 1 set of cables including USB, power, and antenna The system must include 1 LiPo system The system must include a battery and a Pelican storage case The system must include the WaldoFCS Flight Control Software The system must include the WaldoAir KMLReader Mission Planning Software A XCAM Flight Tablet RAM Mount must be included A suction cup mount and ball mount adapter must be included
The WaldoAir XCAM Ultra50 Aerial Imaging System includes flight planning and monitoring software and integrated sensors that tag each photograph with the GPS location simultaneous to the photo being taken, which allows for better positioning and less post-processing than non-integrated systems. The WaldoAir XCAM Ultra50 Aerial Imaging System can be mounted on a more diverse array of aircraft. The WaldoAir XCAM Aerial Imaging System is required to acquire the high-quality sea otter population survey data needed to provide accurate estimates of seasonal sea otter abundance and distribution in Lower Cook Inlet as well as other parts of Alaska.
The WaldoAir XCAM Ultra50 Aerial Imaging System was field-tested during a pilot effort of photo-based methods for sea otters in Kachemak Bay, Alaska, in March 2021. The twin 50MP cameras and integrated GPS sensor provided high resolution, geotagged photos that allowed BOEM to pinpoint locations of sea otters and distinguish adults from pups with high confidence.
The custom-built software also allowed BOEM to prepare flight plans in advance and track the progress and quality of data collected in-flight.
There is no other imaging system that meets the Government’s needs. Market research and testing of other imaging systems did not any other imaging system that will meet the Government’s requirement. WaldoAir Coporation is the only source available to procure the WaldoAir XCAM Ultra50 Aerial Imaging System. There are no third-party resellers of the imaging system. A FBO notice will be posted in accordance with FAR 5.2.
I certify that this justification, in accordance with FAR 13.106-1(b), is accurate and complete to the best of my knowledge and belief.
