SIMPLIFIED ACQUISITON PROCEDURES (SAP)
Justification for Urgent Acquisitions Over $3,500 But Not Exceeding the Simplified Acquisition Threshold
URGENT REQUESTS ARE FOR SUPPLIES OR SERVICES THAT WILL RESULT IN WORK STOPPAGE OR ARE MISSION ESSENTIAL AND NORMAL PROCESSING TIMES WILL RESULT IN INJURY TO THE GOVERNMENT. THIS JUSTIFICATION MUST BE SUPPORTED BY THE REQUESTOR. THE REQUEST MUST DESCRIBE THE COMPELLING NATURE OF THE URGENCY, HOW THE GOVERNMENT WILL BE SERIOUSLY INJURED AND WHAT THE FINANCIAL IMPLICATIONS MIGHT BE. STATEMENTS SUCH AS "EMPLOYEES WILL BE SENT HOME" OR "THE LINE WILL GO DOWN" ARE INADEQUATE TO SUPPORT AN URGENT PURCHASE. THE CUSTOMER SHALL PROVIDE THE

4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE.
Insulation of qty. 8 vacuum chambers ~15' in length, ~5' diameter and constructed of aluminum. This must be done without damaging the vacuum chambers or making any protrusions via drillings, screws etc.
5. PROVIDE EXPLANATION, DATA, ESTIMATED COSTS OR OTHER RATIONALE AS TO THE NATURE AND EXTENT OF HARM THE
GOVERNMENT WILL EXPERIENCE, FINANCIAL OR OTHERS, IF THE AWARD WERE DELAYED.
MCAAP has an urgent need to complete insulation of these chambers by 01 March 2023. MCAAP could not initiate a contract for insulation until the vacuum chambers themselves were delivered to confirm size, material, fit etc. It is estimated to take 3-4 weeks for install and it is unknown if there is any lead time for material and manpower availability to perform the work. With this in mind, we are requesting award by 15 Dec 2023. If this work is not performed by 01 Feb 2023, work will be stalled at 90% completion, and push overall completion date of 18 April 2024 to the right. This amounts to lost revenue of $200,000 per day that the facility is not operational and unable to deliver assets to the warfighter.
6. PROVIDE THE REQUIRED DELIVERY SCHEDULE AND MANUFACTURING LEAD-TIME INVOLVED.
