About this file
This document is a Special Notice announcing the U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement's (BSEE) intent to award a sole source contract to American University of Beirut (AUB) for the continued development of an Electrical Capacitance Tomography (ECT) sensor to detect and estimate the thickness and depth of oil under ice.
The ECT sensor was previously developed by AUB under a prior contract, and BSEE now seeks to further optimize the sensor to better detect oil and measure its thickness under varying ice conditions, advancing the technology from TRL 3 to TRL 5 or 6. Due to AUB's unique qualifications as the initial developer of the ECT sensor technology, BSEE intends to award a sole source contract for a 24-month period of performance, with testing anticipated at the Ohmsett facility in New Jersey. The solicitation number is 140E0124R0007. Any firms believing they can enhance the ECT sensor may submit technical documentation to the Contracting Officer by May 21, 2024, for consideration, but the decision to compete the requirement lies solely with the government.

SPECIAL NOTICE
NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT TO AMERICAN
UNIVERSITY OF BEIRUT FOR THE PROJECT TITLED “ELECTRICAL
CAPACITANCE TOMOGRAPHY (ECT) ADVANCEMENT FO ROIL DETECTION
AND THICKNESS ESTIMATION UNDER ICE
This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of
Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this Notice is to announce the
Government’s intent to negotiate a sole source contract with American University of Beirut
(AUB) to continue advancement its ECT sensor, based on the contractor’s demonstrated unique capability in accordance with FAR 6.302-1, only one responsible source. This requirement will utilize FAR Part 15 acquisition procedures.
This award will build upon the knowledge gained from contract # 140E0120C0007. Under that contract, American University of Beirut (AUB) developed an Electrical Capacitance
Tomography (ECT) sensor to detect and estimate the thickness and depth of oil under ice which had no significant impurities. Based on the findings from that contract, BSEE would like to further optimize the sensor to better detect oil and measure its thickness under varying ice condition. These improvements would push the technology from TRL 3 to TRL 5 or 6. Since
AUB initially developed this technology of the sensor, it uniquely qualified to continue the development of the sensor.
The anticipated period of performance is twenty-four (24) months. The place of performance is at the contractor’s facility, with testing anticipated at the Ohmsett facility in New Jersey.
THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of enhancing the ECT sensor may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Officer by 6:00 pm, Eastern Standard Time May 21, 2024 (within 15 calendar days of electronic posting of this notice). A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. Documentation shall be submitted in writing to Jennifer
Moreci via email at jennifer.morec@bsee.gov, with the email SUBJECT LINE – RFP
140E0124R0007 ECT sensor. Telephone responses will not be honored.
