SECTION C - PERFORMANCE WORK STATEMENT (PWS)

WATER LOSS PILOT PROJECT

Indian Health Service - Environmental Health Support Center (EHSC) 3 March 2021

1. GENERAL INFORMATION

1.1 Project Overview

The Indian Health Service (IHS) is responsible to provide water, sewer, and solid waste facilities for Native American housing at, adjacent to or near Indian Reservations as authorized by Public Law 86-121.

Community sizes range from 15 to 10,000 people. IHS is authorized to design, construct and improve facilities, acquire lands and right-of-way for sanitation facilities, projects, and transfer complete facilities to Native American Tribal organizations or other public authorities for operation and maintenance. In addition to construction, the IHS also provides technical assistance.

Water losses can account for significant costs for water systems and their customers. Water losses also impact sewer system design and operating capacity when water demands are not well understood, and water leaks and unregulated flows cycle through to the wastewater system.

The purpose of the proposed requirement is to develop the capacity of a pilot group of tribal utilities to implement a water loss auditing and control program based on American Water Works Association (AWWA) M36 tools and methods including the AWWA Free Water Audit Software. The IHS will recruit tribal utilities from the national service area to participate. Final selection of participants will be based on input from the Contractor to ensure that the pilot will provide insight to future implementation of water loss programs.

As part of this pilot program, the Contractor shall support up to eight tribal utilities to develop competencies to initiate a local water loss program and complete water audits using the AWWA Free Water Audit Software. Each tribal utility shall be encouraged to complete a water audit for a minimum of one community water system. Utilities that successfully complete their initial audits before the end of the contract shall be eligible to get assistance to complete a second audit if time allows.

The projected timeframe to provide training and implement the water loss program for all the participating tribal utilities is 12 – 18 months. The projected timeframe does not apply to the requirement to maintain participant website accessibility for a period of five years.

The requirement shall provide participating utilities with:

1. A foundational understanding of AWWA M36 methodology

2. An industry recommended approach to apply AWWA methodology

3. Tools to use data to assess and improve water loss performance at the utility level

4. Informational management approach of the financial capacity loss to the water system

At the end of the pilot program, the Contractor shall ensure that utilities are able to implement the basic level of a water loss program by being able to:

1. Describe the components of a water loss program

2. Determine what data is relevant for the water audit analysis

3. Identify the confidence level of the data

4. Demonstrate utilization of the most current version of the AWWA free water audit software to run their own water loss audits

5. Describe how to use the results from the water audit to improve utility management and identify best-value system investments

The program shall utilize virtual trainings to support the pilot program to include, at a minimum, the following phased approach and components:

1. AWWA M36 Water Audit with Level 1 Validation and Component Analysis Training

• Phase 1: Water loss control program development - includes auditing/validation training and data gathering approach

• Phase 2: Preliminary water audit for each utility - includes a level 1 validation

• Phase 3: Water audit for data consolidation - includes real loss data collection and submission as well as a gap analysis

1.2 Contractor Qualifications

Contractor qualifications shall include:

• a minimum of 5 years’ experience in providing AWWA M36 based water loss program development assistance to water and wastewater utilities. Tribal experience is preferable.

• a minimum of 4 different utility departments (of which at least 2 need to be in in tribal or rural communities serving fewer than 2,500 homes) in which the contractor has provided a water loss program development and support within the last 10 years resulting in water loss program implementation.

• Experience working with grants and/or contracts with Tribal, State, and/or Federal agencies.

Indian Health Service and/or Environmental Protection Agency experience is preferable.

1.3 Contractor Coordinator and Communication Protocols

The contractor is to provide a contract coordinator to serve as the contact person between the Contractor and the IHS. The contract coordinator shall be available for monthly coordination calls with the primary and/or alternate Contracting Officer’s Representative (COR) to discuss upcoming events, successes, and challenges with the items identified in the contract. Calls are estimated to be approximately one hour in duration. Additional coordination calls may occur as required to facilitate trainings or other project management issues.

The Contractor shall acknowledge receipt of e-mail or phone requests from the COR or designee within two working days and provide timeframe for official response if request cannot be addressed immediately.

If the contract coordinator is not available for a period exceeding 10 business days, designate an alternate contact and provide contact information to the COR a minimum of five calendar days in advance.

Coordination calls are considered incidental to the cost of the contract line items. No separate payment will be made for this work.

1.4 Non-student classroom observers

Each session may have one or more IHS non-student observers with technical background in the subject matter that may provide incidental input or assistance but will not materially interfere with conduction of the course or alter the terms and conditions of the contract. The CO, COR or a designated inspector may observe sessions at any time.

1.5 Coordination with EHSC

The Environmental Health Support Center (EHSC) will be working with IHS offices to recruit tribal utilities. The Contractor shall work with the EHSC to select a combination of tribal utilities to participate in the program including high, moderate, and low functioning utilities.

The list of interested tribes will be provided to the Contractor. The EHSC and Contractor shall schedule discussions and make final selection of the eight tribal utilities once the contract has been awarded. The EHSC will work with the participating tribal utilities to officially register them for the pilot project and individual trainings.

The COR will be a representative from the EHSC and will be designated by a separate letter after contract award.

Class Management

The EHSC will provide the official roster of participating tribal utilities to the contractor as soon as it is available. The EHSC will utilize the www.ihs.gov/ehsc website to post training events, manage rosters, and issue training certificates.

The Contractor will be responsible for providing attendance sheets, participation records, durations of training (including identification of breaks), and student evaluations to the EHSC. Refer to task descriptions for additional paperwork requirements.

3. Travel

3.1 Travel Requirements

Travel is an optional contract item and will be modified into the contract as travel opportunities are identified.

The maximum reimbursement for travel expenses under this contract is based on the various rates published by the General Services Administration (GSA). Links to applicable rates are listed below.

1. Travel expenses are limited to the lowest airfare rates published to reasonably meet project scheduling requirements by advance purchase (to the maximum extent feasible given the individual circumstance) and the published federal rates for meals and incidentals per diem, lodging per diem, mileage reimbursement (where a Contractor employee or official uses their personal or company vehicle for travel to a project site) and car rental requirements.

a. Car rental expenses proposed shall be based on the minimum size vehicle necessary for reasonable comfort of the number of estimated travelers, distance proposed for travel and purpose of the travel. For example, where a single individual is proposed for travel involving a journey of, say, 400 miles roundtrip, a compact sedan would be the appropriate maximum size vehicle. The status of the traveler within the firm has no bearing on the vehicle size or type allowed for contract travel.

b. Federal travel per diem rates are based on the location of the travel destination. Please note that for all days of travel (usually only the first and last day of each trip) the meal and incidentals maximum reimbursement Per Diem is limited to 3/4th (75 percent) of the published daily rate for each location. The Contractor is responsible for using the then-current federal reimbursement rates for travel expenses in each proposal. Maximum federal travel reimbursement rates are updated as changes occur and available for reference at the following URLs:

• Per Diem Rates: http://www.gsa.gov/portal/content/104877

• Mileage Reimbursement Rates: http://www.gsa.gov/portal/content/100715 about:blank about:blank

c. Salary during travel shall be included in the travel contract line item.

d. Travel expenses will be listed separately in the item description on the contract as a “Not to Exceed” amount. Each invoice that includes reimbursable travel must be supported by appropriate receipts with the exception of MI&E.

Payment for Travel (CLIN 0007) will be as follows:

Measurement: Not to Exceed (NTE) Basis of Payment: Includes all expenses related to travel including, but not limited to salary, transportation, parking fees, lodging, meals, and incidentals in accordance with this performance work statement and GSA regulations.
