AT 20-05 RODEO II Sample Task Order

SECTION 1

PRICING

1.1

TASK ORDER LINE ITEM NUMBER (CLIN)

Pricing for this Task Order (TO). The specific details and descriptions of the Line Items are described as follows:

SECTION 2

STATEMENT OF WORK

continuation of observations at block Island wind farm 2.1

INTRODUCTION

The U.S. Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Renewable Energy Programs, requires the continuation of seafloor monitoring. The work to be performed under this Task Order (TO) falls within the objectives identified in the basic contract and specifically Task C.5.2.4. This task order will be used to continue the monitoring of five turbine generators located off of Block Island, Rhode Island. The task order shall include the continuation of seafloor monitoring for recovery from disturbance, evaluation of benthic disturbance around foundations, and evaluation of the source of the disturbance.

OBJECTIVES

The objective of this TO is to provide a record of seafloor alteration and recovery after the construction of the Block Island Wind Facility (BIWF). The specific technical objectives are:

· Evaluate sediment disturbance and recovery from spud and anchor chain locations post-construction activities.

· Conduct benthic monitoring around the turbine foundations.

· Evaluate biological communities encrusting the platforms to determine the contribution to alterations of the seafloor, e.g. potential for shell mounds.

· Compare biological communities encrusting platforms and compare with nearby “natural” or “control areas 2.3

SCOPE OF WORK

This study shall be conducted in the vicinity of the Block Island Wind Farm, Rhode Island. The benthic monitoring and sediment recovery activities are expected to take place between August and November of 2021.

2.4

TASKS

2.4.1.A BIWF Seafloor Disturbance and Recovery Monitoring Initial seafloor disturbance and recovery monitoring was conducted after the installation of the foundations and after the installation of the turbines (see BOEM reports). Recovery may take several years, depending on the sediment type and oceanographic conditions. Therefore, this monitoring should be repeated for several years after the disturbance. For this task, monitoring will be conducted covering the same areas as previously monitored using the same methodology. In addition, there is the potential for scour as a result of the alteration of currents due to the presence of the structures. While scour monitors are present at one turbine and looking for localized scouring events, scour may also occur on a broader scale around the entire wind facility. The additional survey data will be examined for evidence of seafloor alterations or scour that may result for the presence of the turbines.

2.4.1.A.1 Field Data Collection: High resolution multibeam surveys will be conducted using comparable equipment to previous surveys. The surveys should be conducted in or around September 2021. The precise timing will depend on ship availability and weather conditions.

2.4.1.A.2 Data Reduction and Reporting: The multibeam data will be processed and referenced to MLLW. Raw data will be evaluated to interpret and map seafloor disturbance features, their depth, and sizes. Data shall be compared to previous surveys to evaluate seafloor recovery. If possible, the data shall also be evaluated for scour or wake effects from the presence of the turbines.

Raw data will be compiled into a Geographic Information System (GIS) database to facilitate data management. At a minimum, this database will include the following:

• Bathymetric XYZ data

• Bathymetric grid and hillshade

• Interpreted extents of seafloor disturbance features

• Metadata

A short summary report will be prepared and submitted to BOEM within 2 to 4 weeks of completion of each survey. This report will include maps showing locations, patterns, and extent of the seafloor disturbances.

2.4.2 BIWF Benthic Monitoring Plan

While long range and large scale changes in benthic conditions are not expected from the presence of the five turbines, localized disturbance near the foundation is expected and is poorly understood for this location. Alterations may occur due to the presence of the structures which provides substrate for marine organisms and resultant increase in the deposition of organic detrital material. Benthic monitoring was conducted at three turbine locations with different substrate over a three year period. A benthic monitoring plan shall be prepared that will result in data that may be compared to results from the three years of sampling. This may involve a similar sampling design as reported in the final report from the first three years of monitoring. The plan shall also include the evaluation of biofouling as described in section 2.4.4.

2.4.3 BIWF Benthic Monitoring

After review and approval of the benthic monitoring plan, the plan shall be executed. The field work shall occur during the fall of 2021.

2.4.4 BIWF Evaluate biofouling communities on the foundations

Concurrent, and as part of the benthic monitoring, observations shall be made of the biofouling communities on the foundations of the wind turbines. The observations may include videotaping of the communities using either divers or an ROV. Evaluation of the biofouling communities should include Quantification and analysis of the biofouling communities among the turbines as well as comparison of similar natural habitats.

2.4.5 Publications, Presentations, and Outreach

All results from this effort shall be documented in a final report per the deliverable schedule in section 2.5 to include a draft report and final report of results from this task order field work and analysis. Survey data shall be documented in a detailed report that will also describe the survey methodology, monitoring equipment, monitoring conditions, and recommendations for future monitoring.

Journal publications and presentations at public meetings are strongly encouraged. For this subtask, the preparation of two journal publications and the presentation of results at three professional meetings shall be included.

2.4.6 Project Management

The Contractor shall prepare monthly reports as described in section 2.5. The project lead shall conduct bi-monthly conference calls with the BOEM COR to provide updates, address issues, and ensure team coordination.

2.5 SCHEDULE AND DISTRIBUTION OF DELIVERABLES

Deliverable products shall be submitted to the addresses shown in Section 2.6 in accordance with the following schedule:

Note: The Contractor shall clearly mark all correspondence with the contract and TO number on the first page, and in the subject line of email correspondence.

A. MONTHLY STATUS REPORTS

The Contractor shall prepare and submit status reports each month as described above. These brief reports are to be submitted via email.

B. SUMMARY REPORTS

A short summary report shall be prepared and submitted to BOEM within 12 weeks of completion of the geophysical survey. This report will include maps showing locations, patterns, and extent of the seafloor disturbances.

C. BENTHIC MONITORING PLAN

The Contractor shall prepare a benthic monitoring plan that describes their sampling approach. The plan will be agreed to by BOEM before field work commences.

D. TECHNICAL REPORT (DRAFT COPY)

The Contractor shall be responsible for preparation and submission of the Technical Report (Draft Copy) produced by the Contractor’s staff, Principal Investigators, and subcontractors. This report shall be submitted within twelve months of completion of data collection and will include the summary reports for the geophysical survey. The report shall include chapters that present and discuss each of the tasks above. This report will conform to the specifications found at BOEM’s web site: http://www.boem.gov/Environmental-Studies-Program-Report-Specifications/.

The Contractor shall submit digital files using the format indicated in the report specifications for use as report cover graphics. These should be readily identified with the subject of the report. A paper reproduction shall be submitted with the draft report. With prior COR approval, the Contractor may submit a suitable illustration depicting the subject of the report. (More than one (1) graphic may be submitted.)

The Draft Technical Report will go through review by the COR and BOEM’s Editorial Staff until deemed accepted by BOEM. This version shall be prepared as if it were the Final Report (i.e., with identical pagination, format, cover art, forward matter, figures, tables, etc.). BOEM and designated reviewers shall have thirty (30) days to review the Draft Technical Report. BOEM will notify the Contractor in writing with any required changes, corrections, or additions. All corrections shall be incorporated into the Technical Report (Final Copy) and submitted as a digital copy in pdf format.

The Contractor shall not provide copies of this Technical Report (Draft Copy), nor any subsequent revisions prepared during the review process, nor data contained within, nor any portions thereof, to any parties not specifically designated by BOEM. If a need arises to do so, the Program Manager must obtain the written approval of the CO.

E. TECHNICAL REPORT (FINAL COPY)

The Contractor shall incorporate any additional comments, recommendations, corrections, suggestions and editorial requirements made by the BOEM into the Technical Report (Final Copy).

The Contractor shall prepare the digital version of the Technical Report (Final Copy) as a single file (prepared in PDF with bookmarks and database files). Digital files shall be submitted according to scheduling in 2.5. Two (2) copies of the CD containing (on one disk, when possible) the Technical Report (Final Copy) in MSWord and PDF versions and the Webinar Presentation shall be submitted. The label shall include report title, contract number, BOEM report number, Contractor name, and report date.

F. TECHNICAL SUMMARY (DRAFT COPY)

The Contractor shall prepare a Technical Summary (Draft Copy) of the TO Technical Report to be submitted concurrently with the Technical Report (Draft Copy). The summary will be approximately two (2) pages in length with a format as indicated in Technical Summary Specifications found at our website. Strict adherence to the format is required. The digital file must be compatible with MS Word format. Questions regarding formats and or requests for samples or templates shall be directed to the COR. G. TECHNICAL SUMMARY (FINAL COPY)

The Contractor shall incorporate the BOEM’s comments, recommendations, corrections, and suggestions into the Technical Summary (Final Copy).

H. ARCHIVING OF DATASETS AND ANALYSIS RESULTS

The Contractor shall provide all data including analysis of said data and associated metadata, in an acceptable format (for specific data formats, see http://www.boem.gov/Environmental-Studies-Program-Report-Specifications/). All observational data acquired in field as well as data, maps, and figures generate in the lab will also be submitted, as agreed to with BOEM at the end of the contract. This deliverable shall be completed after all QA/QC procedures are finalized including the analysis by the individual PI. Any changes in data formats during contract performance must be agreed upon in advance. The Contractor shall archive the data at the National Oceanographic Data Center (NODC) and submit a receipt to BOEM confirming data archiving.

I. WEBINAR AND POWERPOINT PRESENTATION

The Contractor shall host a webinar at the end of the project to share the results of the study using Powerpoint. The webinar will include:

Project objectives, design, and methods;

2.

Activities conducted during the course of the TO performance;

3.

Project results and conclusions.

Each slide shall contain the BOEM logo. These logos will be supplied digitally by the COR. Charts, graphs, maps, etc. may be included as slides. The Contractor shall add notes to the PowerPoint file in the notes page of each slide in sufficient detail to stand alone as an independent description of the project. This will enable an informative presentation on the project using only the PowerPoint file.

TRAVEL

The Contractor shall travel to the Block Island Wind Farm, Rhode Island for field sampling.

2.9

SECURITY

The delivered data shall be accessible via a secure user login for all authorized BOEM users at the BOEM headquarters and in the regional offices. All algorithms, methodologies and data exchanged between BOEM and the Contractor during the work under this TO shall be properly protected, backed up and kept confidential in accordance with the basic contract.

SECTION 3

GENERAL TERMS AND CONDITIONS

In addition to the terms and conditions specified in this order, all terms and conditions of the Contract No. [TBD] shall also apply.

3.1

TYPE OF ORDER

This is a time-and-materials (T&M) Task Order (TO) issued under the authority of the Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), in accordance with the Section 2, Statement of Work.

3.2

PERIOD OF PERFORMANCE

It is anticipated that the period of performance for this requirement is 18 months from the date of award which shall encompass all tasks from initial planning, through and including the Government’s final acceptance of all deliverables.

3.3

PLACE OF PERFORMANCE

The primary place of performance of this TO is the Block Island Wind Farm, Rhode Island. Data analysis, post-processing shall take place at the Contractor’s facilities.

3.4

DIAR 1452.201-70 – AUTHORITIES AND DELEGATIONS (SEP 2011)

(a) The CO is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

(b) The CO will designate a COR at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.

(c) The COR is not authorized to perform, formally or informally, any of the following actions:

(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;

(2) Waive or agree to modification of the delivery schedule;

(3) Make any final decision on any contract matter subject to the Disputes Clause;

(4) Terminate, for any reason, the Contractor's right to proceed;

(5) Obligate in any way, the payment of money by the Government.

(d) The Contractor shall comply with the written or oral direction of the CO or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the CO in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the CO's response issued under paragraph (e) of this clause.

(e) The CO shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

(f) The Contractor shall provide copies of all correspondence to the CO and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the CO or the COR acting within his or her appointment, shall be at the Contractor's risk.

3.6

PAYMENTS

3.6.1 PAYMENT FREQUENCY

Invoices shall be submitted no more than once per month and in accordance with Section 3.6.2 below.

3.6.2 DIAPR 2011-4 ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS – INVOICE PROCESSING PLATFORM (IPP) (APR 2013)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

A detailed cost breakdown by cost element to include: all labor categories charged for the billing period with key personnel called out by name, number of hours, hourly rate, and total labor, current and cumulative; all applicable indirect costs with the rate (by percent) displayed; all other direct costs to include receipts for all travel and materials being charged; detailed billings from the subcontractors for all subcontract costs charged for the billing period; fee withholding tracked.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date.

If the Contractor is unable to comply with the requirement to use IPP tor submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
