Title of Project: Design-Build for the Rehabilitation of the Floyd Bennett Field Wastewater Collection System at Jamaica Bay, Gateway National Recreation Area Description:
The purpose of this design-build project is to rehabilitate the Floyd Bennett Field (FBF) sanitary sewer system at the Jamaica Bay unit of Gateway National Recreation Area. The scope of the project includes elimination of two lift stations and replacement or new construction of several other lift stations. The existing gravity sewer piping will be replaced as needed and will be cleaned, grouted, and relined where feasible and financially prudent. The active portions of the wastewater collection systems (piping, manholes, lift stations) are beyond their expected lifecycle, require an increasing amount of repair, and need to be replaced. The 1,000-acre FBF, a former metropolitan airport and naval air station, now supports multiple NPS educational and recreation opportunities, and several tenant and partner sites.
Type of Procurement: The Government will follow the two-phase design-build selection process described in FAR 36.301 in order to select a design-build contractor. The submission requirements for the different phases are detailed in Section L of the RFP. A maximum of three (3) offerors shall be selected to move forward to Phase 2. It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The government will consider an offeror’s technical capability in comparison to its price.
Estimated Price Range: between $5,000,000 and $10,000,000
Estimated Period of Performance: June 2022 – January 2025
Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents
A pre-proposal meeting may be posted and date/location will be noted in the solicitation.
