140P2026R0001 Date: 10/1/2025 To: General Public via SAM.gov From: National Park Service (NPS), Denver Service Center (DSC), Contracting Services (CS) Division Subject: Pre-Solicitation Notice (PSN) – Request for Proposal (RFP) 140P2026R0001 Reference: YOSE 215363 - “Replace Tuolumne Meadows Wastewater Treatment Plant,” at Yosemite National Park in California.

· Purpose: The purpose of this announcement is to advise Industry that NPS DSC intends on issuing a Negotiated RFP Solicitation for the construction services described below, utilizing Unrestricted Full and Open Competition procedures, in support of the YOSE 215363 project referenced above at Yosemite National Park in California.

This PSN is not a formal Solicitation in itself, but rather a Synopsis of forthcoming RFP 140P2026R0001.

· General Project Description & Scope: This project is located at Yosemite National Park, California. This project will replace an existing 50-year-old wastewater treatment plant (WWTP) at Tuolumne Meadows, in Yosemite National Park, which typically operates only between late May and October each year. The new plant located adjacent to the existing plant will provide treatment for a 500-site campground, a lodge, store, ranger station, a day-use parking area, and a visitor center. Work to be performed under this Construction Services project requirement includes:

· Replace an extended aeration WWTP and associated infrastructure, that is more than 50 years old. The infrastructure includes two disposal ponds, a force main that connects the WWTP to the disposal ponds, and effluent spray field, and a recreational vehicle dump station;

· The existing plant will be demolished, one pond will be replaced with an enclosed holding tank, the other pond will be demolished, the force main will be replaced, and a recreational vehicle dump station replaced; and

· The existing treated effluent disposal spray field equipment will be replaced with new lower maintenance spray equipment.

· North American Industry Classification System (NAICS) Code: 237990

· NAICS Code Description: “Other Heavy and Civil Engineering.”

· Size Standard: $45.0 Million

· Product Service Code (PSC): Y1ND – “Construction of Sewage and Waste Facilities.”

· Magnitude of Construction: Above $10 Million

· Anticipated Period of Performance: 2,190 calendar-days from Notice to Proceed (NTP).

· Contract-Type Vehicle: Firm-Fixed-Price (FFP), Stand-Alone Contract

· Bonding: Bid, Performance, and Payment Bonds will be required.

· Federal Acquisition Regulations (FAR) Procedures: FAR Part 15 – “Contracting by Negotiation,” and FAR Part 36 – “Construction and Architect-Engineer Contracts.” Award shall be made to the responsible Offeror whose offer conforms to requirements and represents the Best Value to the Government considering Non-Price factors (inclusive of Technical, Past Performance, Small Business Participation related items) and Price factor.

All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to Small Business and Socioeconomic Small Business concerns. Such concerns must also have the maximum practicable opportunity to participate as Subcontractors in the Contracts awarded by any Executive Agency, consistent with efficient performance. Offerors are strongly encouraged to contact their local Small Business Administration (SBA) Office, to post their need for qualified Subcontractors at https://www.sba.gov.

· Additional Information: RFP 140P2026R0001 will be issued electronically via SAM.gov using Unrestricted Full and Open Competition procedures. Specific instructions on submitting Questions and Proposals will be provided within the formal Solicitation documents, anticipated to be issued as early as mid-October 2025. Documents will be made available for download purposes in Microsoft Word, Microsoft Excel, Adobe PDF, and/or HTML formats; Specifications available in Adobe PDF; and Drawings available in Adobe PDF. Paper Copies of the referenced documents will not be made available.

The NPS DSC anticipates a Pre-Proposal Site Visit after issuance of the formal RFP Solicitation and prior to the Proposal Due Date. The site visit is tentatively scheduled for October 22, 2025 in order to avoid winter shutdown of the site.

Prospective Offerors interested in conducting business with the Government are required to be registered in SAM.gov and have an active Unique Entity Identification (UEI) number upon submitting an offer and at time of award. The SAM.gov website has a “Contract Opportunities” area and “Watchlist” option, where you can add your company’s interest. Registering provides the opportunity to receive notifications, which is a tool of convenience only; and does not serve as a guarantee of notification. Interested Parties are required to visit the SAM.gov website periodically to check for Amendments and other changes to the Synopsis or Solicitation documents.
