Date: November 27, 2024 To: General Public via SAM.gov From: National Park Service (NPS), Denver Service Center (DSC), Contracting Services (CS) Division Subject: Pre-Solicitation Notice (PSN) – Request for Proposal (RFP) 140P2025R0015 Reference: HAFO 314578 & MIIN 314972 – “Rehabilitate Operational Buildings at Idaho Parks.”
Purpose: The purpose of this announcement is to advise Industry that NPS DSC intends on issuing a Competitive, Total Small Business Set-Aside, Negotiated, RFP Solicitation for the Construction Services described below, in support of the above referenced project requirement at Hagerman Fossil Beds National Monument in Hagerman, ID and Minidoka National Historic Site in Jerome, ID.
This PSN is not a formal Solicitation in itself, but rather a Synopsis of forthcoming RFP 140P2025R0015.
Project Description & Scope: This requirement is located at Hagerman Fossil Beds National Monument in Hagerman, ID (Gooding County) and Minidoka National Historic Site in Jerome, ID (Jerome County). The surrounding area is rural in nature, with limited staging room available. The Park will remain open during construction, therefore, contract activities and logistics must be structured and scheduled to minimize visitor and operational impact. While the structures are not considered historic resources, the building at HAFO contains important natural and cultural resources that require protection, and both project sites will require protective measures to ensure the surrounding areas remain undisturbed. Winter construction may be required and weather-related shutdowns may be expected through the winter construction season.
HAFO 314578: Work consists of installation of a new dry-pipe fire suppression system serving the existing Maintenance and Paleontology Lab Building. To serve the existing building (approximately 5,320 square feet), a new +/-323 SF pump house and 70,000 gallon water tank will be constructed. Finishes on the existing building will be repaired to the extent needed to facilitate new fire suppression. New pump house design is in keeping with the style and materiality of the existing building – slab on grade with wood frames walls, interior gypsum board finish with ceiling open to structure. Relocation of existing electrical line required. Work on existing septic tank is anticipated. New electrical meter, fire pump, and associated mechanical systems required. All interior work at existing building to be conducted with Park staff present. All fossils will remain in place in cabinets within areas of work. Cabinets to be covered with a 10 mil polyethylene tarp by Contractor. Shelves will be moved by NPS as needed. Park Curator will work with Contractor and be present during work.
MIIN 314972: Construction of new +/-2,500 SF metal frame Maintenance Building over concrete spread footings.
Building includes metal framing, metal panel exterior wall and roof finishes, interior offices, a kitchenette, bathroom, equipment storage spaces, and workshop with park provided tools and equipment. New HVAC ducted system throughout. Electrical pole relocation and connection to new building including new transformer. Site drainage, paving, new septic tank, and new water well and chemical treatment tank for well water, teledata connections required. Also, demolition of the +/-1,600 SF Robison House which is currently being used as staff office space. The building is a single story wood framed structure with basement. Structure includes a brick chimney, plumbing fixtures, and interior partitions and finishes. Disconnection of all utilities required. FFE will be removed by Park prior to commencement of demolition.
North American Industry Classification System (NAICS) Code & Size Standard: 236220 – “Commercial and Institutional Building Construction;” $45 Million.
Product Service Code (PSC): Z2AA – “Repair and Alteration of Office Buildings.”
Estimated Construction Magnitude Range: $1 Million - $5 Million
Anticipated Period of Performance: 365 calendar-days from Notice to Proceed (NTP).

Additional Information: RFP 140P2025R0015 will be issued electronically via the System for Award Management website (https://sam.gov). Specific instructions on submitting Proposals will be contained in the formal Solicitation documents, which is anticipated to be issued between late Winter/early Spring 2025.
