Purpose. The purpose of this announcement is to advise Industry that NPS intends on issuing a Competitive, Total
Small Business Set-Aside, Negotiated, Two-Phase Design-Build RFP Solicitation for the Construction Services requirement described below, in support of the above referenced project at Glacier Bay National Park and Preserve, located near Gustavus – Hoonah-Angoon Census Area in Alaska.
This PSN is not a formal Solicitation in itself, but rather a Synopsis of the forthcoming Two-Phase Design-Build RFP 140P2022R0105.
Project Description & Scope. The work of this Design-Build Construction Services project requirement shall:
• Demolish and replace three (3) concessioner employee substandard apartment buildings to meet life safety and fire code, accessibility standards, to improve concessioner employee living conditions, and to remedy a large backlog of deferred maintenance. Existing concessioner housing facilities, containing a total of 32 rooms, are undersized for their typical staffing of around 60 employees; and
• Demolish and replace a concessioner multi-use building to remove it from the Glacier Bay Lodge Historic District, as it is not historic and detracts from historic elements of the site. This building will be placed at the site of the demolished concessioner apartment buildings and will serve to support the functions of the concessioner housing and administrative area.

Size Standard. $39.5 Million
Product Service Code (PSC). Y1JZ – “Construction of Miscellaneous Buildings.”
Estimated Construction Magnitude Range. Greater than $10 Million
Anticipated Period of Performance. 730 calendar days from Notice to Proceed (NTP), which includes a winter shut down if necessary.
Contract-Type Vehicle. Firm-Fixed-Price (FFP), Stand-Alone Contract.
Bonding. Bid, Performance, and Payment Bonds will be required.
Additional Information. The Two-Phase Design-Build RFP 140P2022R0105 will be issued electronically via the System for Award Management website (https://sam.gov). Specific instructions on submitting Proposals will be contained in the formal Solicitation documents, which is anticipated to be issued in the Summer of 2022. Documents will be made available for download purposes in Microsoft Word, Microsoft Excel, Adobe PDF, and/or HTML formats; Specifications available in Adobe PDF; and Drawings available in Adobe PDF. Paper Copies of the referenced documents will not be made available.
A Pre-Proposal Conference and Site Visit, with the option to attend virtually, may be provided, to which the date and location will be noted in the Solicitation documents.
Prospective Offerors interested in conducting business with the Government are required to have a Dun & Bradstreet DUNS (Data Universal Numbering System) and active SAM.gov Registration maintained. The SAM.gov website has a “Contract Opportunities” area and “Watchlist” option, where you can add your company’s interest. Registering provides the opportunity to receive notifications, which is a tool of convenience only; and does not serve as a guarantee of notification. Interested Parties are required to visit the SAM.gov website periodically to check for Amendments and other changes to the Synopsis or Solicitation documents.
This is currently an unfunded project requirement, with a high expectation that funding will be available. When and if funds become available, a Contract will be awarded at that time.
Federal Acquisition Regulations (FAR) Procedures. FAR Part 15 – “Contracting by Negotiation,” and FAR Part 36 – “Construction and Architect-Engineer Contracts,” in conjunction with FAR 6.203 and FAR 19.502-2.
Award shall be made to the responsible Offeror whose offer conforms to requirements and represents the Best Value to the Government, considering Past Performance, Technical, and Price factors; utilizing the Two-Phase Design-Build Solicitation, Proposal Evaluation, and Selection processes.
As previously stated, this procurement will be a TOTAL SMALL BUSINESS SET-ASIDE. Small Disadvantaged Business (SDB), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), and Women-Owned Small Business (WOSB) Firms must be certified in accordance with FAR clause 52.219-8 – “Utilization of Small Business Concerns.”
All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to Small Business, VOSB/SDVOSB, WOSB, SDB, and HUBZone concerns. Such concerns must also have the maximum practicable opportunity to participate as Subcontractors in the Contracts awarded by any Executive Agency, consistent with efficient performance. Offerors are strongly encouraged to contact their local Small Business Administration (SBA) Office, to post their need for qualified Subcontractors at https://www.sba.gov.
