Site Visit: Yes – Approximately 1-2 weeks after the issuance of the RFP. Refer to FAR provision 52.236-27 within the subsequent solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost, specifications, and performance of the project.
Project Description: The subject requirement consists of all labor, materials, equipment, and supervision to construction of the new building, including structure and foundation, layout and installation of systems and equipment, electrical and grounding, water system, plumbing and waste piping, HVAC, building demolition, construction of site features including curb and gutter, sidewalks and slabs, concrete pavement, drainage system, site utilities, site demolition, and other required site elements located at Shoshone Administrative Site, located at
400 West F St, Shoshone, ID 83352.
The requirement entails the following significant tasks:
1. Complete construction of site features including curb and gutter, sidewalks and slabs, concrete pavement, drainage system, site utilities, site demolition, and other required site elements.

2. Complete construction of the new building, including structure and foundation, layout and installation of systems and equipment, electrical and grounding, water system, plumbing and waste piping, HVAC, building demolition, and other required elements.
The BLM expects to issue a Total Small Business Set-Aside competitive solicitation in February 2025. The
BLM anticipates issuing a single Firm Fixed Price (FFP) award from this solicitation. Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 263220 “Commercial and Institutional Building Construction”. All materials must be in accordance with the Buy American Act.
A Request for Proposal (RFP) solicitation package will be available electronically via the government official website Sam.gov. Potential offerors are responsible for monitoring the website for all communication regarding this requirement, including downloading the complete solicitation package and all solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications at Sam.gov.
Award will be based on best value to the government in accordance with Federal Acquisition Regulations
(FAR). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
