Solicitation Number: 140L0623R0001 Project Identification: Federal Orphaned Well Program – Plugging and Abandonment Regions 2 and 3 IDIQ Point of Contact: Paula Johnson, Contracting Officer, pjohnson@blm.gov, Scott Rydwell, Contract Specialist, srydwell@blm.gov Project Location: Various Locations Across the Continental United States (See Regional Pool Table below) Estimated Period of Performance: The resultant IDIQ will include a one-year base ordering period with four subsequent one-year ordering periods.

North American Industry Classification System (NAICS) Code: 213112 – Support Activities for Oil and Gas Operations Produce Service Code: Z2QA - Repair or Alteration of Restoration of Real Property (Public or Private) Small Business Size Standard: $41.5M Solicitation Set-Aside: Total Indian Small Business Economic Enterprise - Only companies that qualify as a small business under the applicable size standard will be considered.

Solicitation Issuance Date: The BLM anticipates issuing a subsequent request for proposals (RFP) on or around the week of November 28 through December 2, 2022.

Proposal Submission Deadline: Exact date unknown at this time / Estimated 30 days after the issuance of the

RFP.

Registration Requirements: Prospective offerors must have a Unique Entity ID (UEI) and an active System for Award Management (SAM) profile to included completed representations and certifications.

https://sam.gov/content/home Estimated Magnitude of Construction: Task orders will typically range in value from $10,000 to $350,000.

The contractor will not be obligated to honor task orders below $10,000 or above $2,000,000. The IDIQ ceiling for each award is estimated to be $50,000,000 for Region 2 and $50,000,000 for Region 3. Minimum guarantee of awards per IDIQ is $25,000.

Project Description: The purpose of this acquisition is to procure a full range of services relating to the need for successful plugging and abandonment of orphaned oil and gas wells on Federal lands. This is a multiple award IDIQ with multiple regional pools; one award pool for Region 2 and one award pool for Region 3 will be awarded under this solicitation. The required services include:

1. Site examination and inventory

2. Field sampling and testing

3. Site Cleanup Planning

4. Wellbore and well schematics

5. Well plugging design

6. Site accessibility

7. Mobilization and demobilization

8. Well plugging and abandonment implementation

9. Reclamation implementation

These services will be required at various locations in the continental United States. In order to support this scope, the resultant award will be a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract with multiple regional pools open to use from all agencies within the Department of the Interior as well as the Department of Agriculture, U.S. Forest Service. The services required may or may not be funded by the

IIJA/BIL.
