Pre-Solicitation Notice
General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to Rehabilitate Masonry facilities at Gateway National Recreation Area Jamaica Bay, Brooklyn NY.
Solicitation Number 140P4525R0041
The offeror selected shall furnish all labor, materials, equipment, and expertise necessary to perform all operations required for the successful completion of this project.
Description: Work includes masonry resetting and repointing, block window restoration, vent repair, lintel replacements, door replacements, window installation, roof rehabilitation, and removal of encroaching vegetation including woody vegetation. Vegetation has encroached on facilities due to a lack of maintenance. The masonry in these facilities is in a degraded state, and this allows for water to infiltrate structures that house electrical equipment. The steel lintels above the windows and doors are corroded, and the more voluminous rust is pushing the bricks out of place destroying the structure. Repairing the masonry, windows, doors, and lintels will restore the ability of the structure to repel water and safely house the electrical equipment. Removing the encroaching vegetation around the facility will enable the facility to be durable in the future and discourage wildlife from using the electrical facility as a house. This project rehabilitates masonry facilities at Floyd Bennett Field and Fort Tilden historic districts within the Jamaica Bay Unit at Gateway National Recreation Area. The buildings include:
● 117 (17.5-by-31.5-foot electrical shed on the North side of Floyd Bennett Field),
● 57 (10-by-12-foot electrical shed on Floyd Bennett Field),
● 149 (building with chimney on Fort Tilden),
● 201 (thirty-five-by-fifty-foot building on Fort Tilden),
● 88A (17.5-by-31.5-foot electrical shed on the Floyd Bennett Field),
● 125 (thirty-by-seventy-foot building on Forth Tilden), and
● the Ryan Visitor Center at Floyd Bennett Field.
Type of Acquisition: The National Park Service (NPS), New York Major Acquisition Buying Office (MABO) intends to issue a Request for Proposal (RFP) that would result in a firm fixed price contract.
The NAICS code for this project is 238140 and the small business size standard is $19 million. In accordance with FAR Subpart 36.204, the magnitude is between $1,000,000 and $2,000,000. This solicitation is advertised as a Total Small Business Set-aside.
