Klamath Falls Rock Replacement

Pre-Solicitation Notice

The Bureau of Land Management (BLM) has a requirement for Klamath Falls Rock replacement. This project is located in Klamath County, Oregon. The scope of work is defined by the contract documents includes:

1) Earthwork and paving geotextile prices were estimated based on industry contacts/material suppliers. Bulk quantities may reduce prices.

2) Brushing, grading and ditch cleaning were based on experience of local employees.

3) Paving, and milling cost were based on costs obtained from local vendors.

4) Aggregate prices were obtained from local quarries, hauling and placement costs were estimated.

The period of performance for this requirement is estimated to start in October 1, 2021 to March 2, 2023.

The BLM expects to issue a Total Small Business Set-Aside competitive solicitation around July 19, 2021. The BLM anticipates issuing a single firm fixed price award from this solicitation. Construction

Wage Rate Requirement (formally the Davis Bacon Act) is applicable, and the appropriate Wage

Determination(s) will be included in the solicitation. The applicable North American Industry

Classification System (NAICS) code assigned to this requirement is 237310, Highway, Street, and Bridge

Construction. The small business size standard is $39.5 million. FAR 52.219-4, Limitations on

Subcontracting, will apply wherein at least 15 percent of the work must be performed by the small business prime contractor and similarly situated small business subcontractors.

A request for proposal (RFP) solicitation package will be available electronically at sam.gov and will be available for 30 days. Potential offerors are responsible for monitoring beta.sam.gov for the release of the solicitation package and any solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications in the System for Award Management (SAM) data base via website: http://www.sam.gov.
