Reiser Dam Reconstruction
Pre-Solicitation Notice

The Bureau of Land Management (BLM) has a requirement for repairing Reser Dam located in Blaine
County, Montana approximately 11.5 miles north west of Chinook, MT. Major items of work for this project include, dewater reservoir and construction area, excavate the dam embankment for removal of the existing outlet works, excavate upstream face of the dam and salvage existing riprap. Remove and dispose of the existing outlet works structures including an existing 24-inch diameter Corrugated Steel
Pipe (CSP) upstream conduit, two 42-inch diameter CSP riser pipes and associated concrete headwalls, a
30-inch diameter CSP downstream conduit with steel cutoff collars, and a gabion outlet basin.
Reconstruct the dam embankment, construct new dam outlet works, place gravel road surfacing along the dam crest. Reclaim all disturbed areas including staging areas and temporary roads which consists of preparation of the soil for seeding but does not include seeding. The work covered by this contract includes furnishing all labor, material, equipment, and incidentals necessary to complete this requirement as per the accompanying specifications and drawings.
The period of performance for this requirement is 169 days.
The BLM expects to issue a Total Small Business Set-Aside competitive solicitation in June 2021. The
BLM anticipates issuing a single firm fixed price award from this solicitation. Davis Bacon Act (DBA) is applicable and the appropriate DBA Wage Determination(s) will be included in the solicitation. The
NAICS code for this acquisition is 237990, “Other Heavy and Civil Engineering Construction”. All materials must be in accordance with the Buy American Act.
Once posted, a Request for Proposal (RFP) solicitation package will be available electronically at beta.sam.gov and will be available for 30 days. Potential offerors are responsible for monitoring beta.sam.gov for the release of the solicitation package and any solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications in the System for Award
Management (SAM) data base via website: http://www.sam.gov.
A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement. Award will be based on best value to the Government in accordance with Federal
Acquisition Regulations (FAR). This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
