PRE-SOLICITATION NOTICE - BOST - GROUNDS MAINTENANCE

Description: Grounds Maintenance Bunker Hill Monument Site located at Monument Square, Charlestown, MA and the Dorchester Heights Monument Site located at Thomas Park, Boston, MA on behalf of the National Park Service (NPS), Boston National Historical Park (BOST) Boston, Massachusetts.

The National Park Service, Contract Operations East - Boston Major Acquisition Buying Office issues this Pre-Solicitation Notice for a firm fixed priced commercial services contract, subject to the Service Contract Act, to perform all operations of grounds maintenance services at Bunker Hill Monument Site located at Monument Square, Charlestown, MA and the Dorchester Heights Monument Site located at Thomas Park, Boston, MA, as specified in the statement of work. The Grounds Maintenance work shall include furnishing all labor, transportation, equipment, materials, supplies, and supervision necessary to perform grounds maintenance operations such as spring and fall cleanup (this includes leaves),grass cutting, trimming, edging, sweeping, debris removal (when required), and blowing off all areas at both sites referenced above. Site upkeep will be required throughout the year as necessary and seasonal conditions allow. Detailed specifications and drawings will be provided with final solicitation documents.

SOLICITATION NUMBER: 140P4324R0023.

PUBLICIZING: The official solicitation (RFP) and its attachments will be issued on or about 06/02/204 and will be posted to the U.S. government’s website for contracting opportunities at https://sam.gov/content/opportunities.

The contracting office will not provide hardcopies or email copies of the solicitation.

TYPE OF CONTRACT: This will be a firm-fixed price base year and four option years contract.

Department of Labor, Service Contract Act, Wage Rates for Suffolk County, Massachusetts will apply.

North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE:

The NAICS Code is 561730 Landscaping Services Contractors, and the size standard is $9.5 million. This project is set aside 100% for Small Businesses.

SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the sites and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.

REGISTRATIONS: In order to be awarded a contract an offeror must have a UEI number, be registered and active in the System for Award Management (SAM), http://www.sam.gov, and have completed their Online Representations and Certifications.
