GENERAL
The National Park Service (NPS), Department of Interior (DOI), is soliciting proposals on a set-aside for Small Business concerns active in www.SAM.gov, having the capability to perform the work described below. The solicitation will be issued electronically on www.SAM.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF. Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available.
Vendors can search for opportunities and award history on www.SAM.gov. without registering.
However, prospective offerors desiring to conduct business with the NPS are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. Vendors are also required to have a UEI number in order to conduct business with the Federal Government.
This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting a proposal will be contained in the solicitation documents to be issued on or after the date listed below.

ESTIMATED PERIOD OF PERFORMANCE: 7/1/2024 – 11/15/2024 Estimate
This is currently an unfunded requirement with a high expectation that funds will be available.
When and if funds become available a contract will be awarded at that time.
PROJECT DESCRIPTION:
The work to be performed is the construction of The Lake Clark Visitor Center Access Trail section 3. The contractor shall furnish all necessary labor, materials, equipment, tools, transportation, and supplies to complete the project in accordance with the specifications, drawings, and provisions of the contract. Section 3 consist of improving approximately 0.34 miles of the “Lucy Loop Trail”. The contractor will use the Alaska State Park Trail Management Handbook (adapted from the USFS Trail Guidelines for trail construction guidelines. Microsoft Word - TMHB Section 1.docx (alaska.gov) This trail is considered a Class 4 (Highly Developed Trail). Hand tools and the use of chainsaws are allowed, but the use of mechanical equipment such as skid-steer or excavators are not.
All responsible sources may submit an offer which, if submitted in a timely manner, will be considered.
Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents.
