PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY

NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), has a requirement for “Impact of Abandoned Oil and Gas Wells on Air and Water Quality in the Gulf of Mexico (GOM)”. This acquisition is being conducted in accordance with FAR Part 15, Contracting by Negotiation. This is not a small business set-aside. The solicitation number is 140M0122R0005 and the solicitation is issued as a Request for Proposal (RFP). The Government anticipates awarding a time-and-materials (T&M) type contract as a result of this solicitation. The period of performance is 48 months from date of award. The North American Industrial Classification Systems (NAICS) code is 541330 Engineering Services, with small business size representation of $16.5M. All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts. BOEM has a requirement to obtain contractor support to determine whether there are abandoned oil and gas wells leaking in the Gulf of Mexico (GOM). Oil and gas activities are authorized under the Outer Continental Shelf Lands Act (OCSLA) and leakage could have long-term impacts to the human and marine environment. According to OCSLA (42 U.S.C. § 1346), BOEM must conduct assessments of environmental impacts related to oil and gas development. The data collected from this study will be used in environmental analyses, prepared pursuant to the National Environmental Policy Act (NEPA), because potential leaks would be identified and measured to examine the environmental risks to the water and air quality which is in support of Executive Order 14008 Sec. 208 (“Tackling the Climate Crisis at Home and Abroad”), issued January 27, 2021, and Secretary’s Order No. 3399, issued on April 16, 2021 (“Department-Wide Approach to the Climate Crisis and Restoring Transparency and Integrity to the Decision- Making Process”). Furthermore, this information will be used to support BOEM’s emission inventories and Tribal Consultation responsibilities due to Native American Tribes having voiced concerns about the potential for oil leaks from abandoned wells to contaminate coastal areas, including archaeological sites and other resources. The objectives of this study are for the contractor to determine whether abandoned oil and gas wells are leaking, to measure leak characteristics to determine if a leak is significant enough to emit air pollution at the sea surface, or if a leak affects water quality within the water column or has the potential to impact coastal areas and climate change.

HOW TO COMPETE FOR THIS CONTRACT: If you are interested in participating in this acquisition, please send your organization’s name, point of contact, address, telephone number, email address, business size status under the NAICS code, and DUNS Number via email to Lisa A. Algarin at lisa.algarin@bsee.gov.

Responses are due no later than 12:00 P.M. Eastern Time, April 19, 2022. Those organizations expressing an interest in this opportunity will receive a courtesy copy of the complete solicitation upon issuance via email but the solicitation will also be available at SAM.gov.
