About this file
This is a Pre-Solicitation Notice for a roadway striping project at Great Smoky Mountains National Park. The Department of Interior (DOI) is announcing an upcoming construction solicitation (140P5326R0022) with an estimated budget of $45 million and a NAICS code of 237310 (Highway, Street, and Bridge Construction). The project involves restriping approximately 238 miles of park roads with four-inch centerline and edge-of-pavement markings. The work is necessitated by heavy annual traffic (4 million vehicles), harsh weather conditions, snow and ice removal practices, and normal wear that degrade existing striping. Completion of the restriping will improve road safety and facility conditions for one to three years depending on application area.
The formal solicitation will be issued electronically on or after July 6, 2026, through https://www.sam.gov/ in Microsoft Word, HTML, Excel, and PDF formats; paper copies will not be available. The project completion deadline is 270 days after Notice to Proceed. This is a total small business set-aside, and prospective offerors must maintain active registration in the Systems for Awards Management (SAM) and possess a Unique Entity identifier. The contracting point of contact is Marilia Mateo, Contract Specialist, at Marilia_Mateo@ios.doi.gov. Phone calls are not accepted, and interested parties are directed to periodically check the SAM website for amendments and solicitation document updates.

Title of Project: GRSM – ROADWAY STRIPING
Great Smoky Mountains has approximately 238 miles of roads with some type of four-inch striping delineation along the road centerline and on some road along the edge of pavement. Due to the heavy volume of traffic (4 million vehicles annually), harsh weather conditions, the use of abrasives to remove snow and ice, and normal wear, portions of the roads need restriping annually. Incidents are occurring when vehicles cross the centerline and when tires drop off the edge of pavement onto road shoulders. Minor accidents from dropping off road edges to avoid oncoming traffic are occurring but difficult to document.
This project would improve the service of the roadway for another year to three years depending upon the area applied. Roadways are the main access to all points of interest in the park including trail heads serving the backcountry. Completion of this work will improve the primary Park facility by providing visible pavement markings.
