FINALE DAM RECONSTRUCTION

140L0625R0015 | Pre-Solicitation Notice

The Bureau of Land Management (BLM) has a construction requirement for all labor, materials, equipment, and supervision to reconstruct Finale Dam located in Valley County, Montana, approximately 41.5 miles southwest of Glasgow, MT.

Major work items include:

A. Dewater reservoir and construction area.

B. Excavate a portion of the existing dam embankment and foundation to remove the existing outlet works pipe and allow construction of the new outlet works.

C. Reconstruct the dam embankment, including D. Construct precast concrete outlet works riser for a new outlet works.

E. Construct concrete encased, precast reinforced concrete pipe outlet works conduit.

F. Construct precast concrete low-level outlet works inlet structure and concrete encased PVC pipe conduit.

G. Construct grouted riprap outlet works stilling basin.

H. Excavation, fill, and grading for new auxiliary spillway.

I. Place gravel road surfacing within specified limits on the crest of the dam.

J. Reclaim all disturbed areas including staging areas and temporary roads. Reclamation consists of preparation of soil and seeding.

K. Remove and replace ~1.4 miles of fence and relocate a double wide Cattle guard.

The work covered by this contract includes furnishing all labor, material, equipment, and incidentals necessary to complete this requirement per the accompanying specifications and drawings.

The period of performance for this requirement is 431 calendar days after notice to proceed.

The BLM expects to issue a Total Small Business Set-Aside competitive solicitation in July 2025; and anticipates issuing a single Firm Fixed Price (FFP) award from this solicitation. Davis Bacon Act (DBA) is applicable, and the appropriate DBA Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 237990, “Other Heavy and Civil Engineering Construction.” All materials must be in accordance with the Buy American Act.

A Request for Proposal (RFP) solicitation package will be available electronically via the government official website Sam.gov. Potential offerors are responsible for monitoring the website for all communication regarding this requirement, including downloading the complete solicitation package and all solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications at Sam.gov.

A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost, specifications, and performance of the project.

Award will be based on best value to the government in accordance with the Federal Acquisition Regulations (FAR). This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
