Title of Project: Structural Fire Suppression & Control Equipment Inspection & Testing Service
General:
The purpose of the anticipated solicitation and resulting contract is to annually inspect and test fire protection systems and related components in facilities located in 12 National Parks throughout the
Alaska Region, for five consecutive maximum years. The service will produce initial report notes for multiple facilities in each park, indicating code deficiencies and failures for later follow-on maintenance and repair competed contracts. A final inspected/tested report will include all park facilities in a single document.
The basis of all work is taken from the most current versions of the National Fire Protection Association
(NFPA) 25, entitled Inspection, Testing, and Maintenance of Water Based Fire Protection Systems; NFPA
72, entitled National Fire Alarm and Signal Code; UFC-3-601-02, entitled Operation and Maintenance:
Inspection, Testing, and Maintenance of Fire Protection Systems; UFC-4-021-01, entitled Design and
O&M: Mass Notification Systems; and NPS RM-58. A full list of facility system components and devices will be provided.

To qualify for consideration, specific licensing, certifications, training and experience are required as follows.
a. Required work within a fire alarm panel “program” shall be performed by a technician certified by the manufacturer of the corresponding panel.
b. Craftsman must have at least three years of experience in fire system inspection/testing activities in buildings and equipment comparable to the facilities and equipment covered in this requirement.
c. At least one (1) Fire Suppression and Alarm System technician/inspector shall perform system inspections and prepare the deliverable inspection reports, and must hold a current Institute for
Certification in Engineering Technologies (NICET) Level II certification.
d. All inspection reports shall be reviewed for correctness and to provide references to NFPA codes by an independent licensed Fire Protection Engineer.
The acquisition consists of a base period estimated as 5/15/2026 – 12/31/2026, with four available option years through 12/31/2030. The base period is fully funded at the estimate value. Funding for the options are within the budget. Full-funding for the options is highly expected to be made available for exercising.

Intention is to solicit quotes on an open market basis, set-aside for only small business entities active in www.SAM.gov, having the capability to perform the service. The solicitation will be issued electronically on www.SAM.gov. Request for quote documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF.
Vendors can search for opportunities and award history on www.SAM.gov. without registering. However, prospective offerors desiring to conduct business with the NPS are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a CAGE code in order to conduct business with the Federal Government. Anticipation is to award a single firm fixed price contract, for the base and four option years.
