NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR TESTING PACKAGES ON HERDER BURNER JETSKI PLATFORM This Notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), is the contracting office for this procurement. The purpose of this Notice is to announce the government’s intent to issue a sole source contract with Prince William Sound Science and Technology Institute, in accordance with FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

BSEE has determined that Prince William Sound Science and Technology Institute is the only entity that possesses the unique qualifications and cumulative expertise to meet the program requirements. The Herder Burner JIP is a unique project in that it is the only project that provides the BSEE a two-pronged benefit to meet the requirements. First Benefit: The project will provide a comprehensive system to respond to oil spills on water, meeting BSEE’s mission to protect the environment. Second Benefit: For BSEE to provide multiple configurable platforms for the response vehicle to respond to oil spills in differing conditions. The equipment hardware and software are proprietary, and Prince William Sound Science and Technology Institute is the only available vendor with the knowledge and expertise to conduct the testing and evaluation phase for the development of this equipment. As a result of their unique expertise, BSEE will obtain high quality deliverables in the subject area and mitigate serious capability gaps for the mission response. Thus, Prince William Sound Science is the only source contractor that administers the singular unique research program capable of meeting the requirements.

The anticipated period of performance is 18 months from date of award.
