Subject: Notice of Intent to Sole Source – Reagent Adapters Supplies, Walter Reed Army Institute of Research (WRAIR)

The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis IAW FAR 6.302-1 with vendor Integrated DNA Technologies

This requirement is to purchase the necessary consumables for the Illumina whole genome sequencers owned by the Bacterial Disease Branch’s (BDB), WRAIR. The consumables will include a set of 384 TruSeq-Compatiable Duplex full length Y adapters. The BDB utilizes the Illumina whole genome sequencers to analyze entire genomes as part of its effort to collect and characterize multidrug-resistant organisms to inform best clinical practices, influence policy, and enhance infection prevention and control efforts within the U.S. military health system. Currently, there are no other vendors that are able to provide the required consumables for the Illumina whole genome sequencers as the consumables are proprietary to the Original Equipment Manufacturer (OEM), Illumina, who is partnering with vendor Integrated DNA Technologies to manufacturer the consumables. Failure to award this contract to Integrated DNA Technologies would result in the inability to use the existing Government-owned Illumina whole genome sequencers, which are critical to BDB’s established mission.

Objectives

The contractor shall provide reagents and consumables to sustain molecular sequencing research for BDB’s existing whole genome sequencers. Integrated DNA Technologies produces custom manufactured DNA and RNA Oligonucleotides in accordance with GMP ISO 13485 grade adapter manufacturing practices for clinical research applications which meets BDB’s molecular sequencing performance requirements. This Indefinite Delivery /Indefinite Quantity (IDIQ) for In Vitro Diagnostic Reagent Adapters, will provide full lengthTruSeq™–Compatible Duplex Y Adapters 96 rxn (s); Single Rxn Plates (PCR) with Unique Dual Index (UDI) configuration and a formulation specification of 0.14nmol/7.5Um/18uL. T

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.

Responsible, interested parties may identify their interest by submitting capability information, in writing, by 2:00 p.m. est. 8 January 2024 to Mr. Nathaniel Reus at Nathaniel.a.reus.civ@health.mil.

Supporting evidence must be furnished in sufficient detail to demonstrate the firm’s ability to provide the stated capability.

Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
