Notice of Intent to Sole Source

Subject: Notice of Intent to Sole Source – Nui-Ion Water Purification System, WRAIR
Solicitation Number: HT942523Q0068
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis IAW FAR 6.302-1 with Neu-Ion High Purity Water Systems
The incumbent, Neu-Ion, has been identified as the only vendor capable of meeting Diagnostics and Countermeasures Branch (DCB) needs. Neu-Ion will be reusing components from the existing system rather than doing a full replacement, which will result in reduced cost to the Government. A new vendor will not be able to accomplish this aspect as their parts will not be compatible with the existing system. Utilizing the incumbent would save considerable cost from having to purchase an entirely new system and all new components. Furthermore, the contract will include consumable supplies and required maintenance to support the operation of the Neu Ion High Purity Water system, including quarterly prefilter (city and RO replacements), semi-annual carbon filter replacements, semi-annual mixed bed DI Tank exchanges, annual UV bulb and sleeve replacements, semi-annual postfilter replacements, and annual ventfilter replacement as well as priority dispatch). In addition, Neu-Ion will provide quarterly, written evaluation reports. This standard operating service approach and supportive traceable documentation are guided by ISO 9001 certified quality management systems and are necessary to maintain the laboratories CAP accreditation. Thus, only one source is reasonably available to meet this requirement and it is recommended that this be sole-sourced to Neu-Ion Technologies Corporation. Failure to aware to this vendor would result in unnecessary cost to the Government and may jeopardize the mission of DCB.
Objectives
The contractor shall uninstall, remove, and dispose of DCB’s existing Rodi water purification system, and provide, deliver, and install a replacement system to meet increasing laboratory demands. The contractor shall provide preventative and emergency maintenance services for the new system.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.
Responsible, interested parties may identify their interest by submitting capability information, in writing, by 2:00 p.m. est. 27 June 2023 to Mr. Nathaniel Reus at Nathaniel.a.reus.civ@health.mil.
Supporting evidence must be furnished in sufficient detail to demonstrate the firm’s ability to provide the stated capability.
Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
