About this file
This document is a Notice of Intent to Sole Source issued by the U.S. Department of Agriculture (USDA), Food and Nutrition Service (FNS), Contracts Management Division (CMD). The USDA intends to award a sole-source, firm fixed price contract to Mathematica, Inc. for non-personal services to produce estimates of factors associated with the decision to participate in the Child and Adult Care Food Program (CACFP) among childcare providers serving infants and toddlers, and to validate the CACFP participation variable in the National Survey of Early Care and Education (NSECE) against FNS aggregate CACFP participation levels.
This requirement is a follow-on to a previous contract (12319823F0028) with the intended sole-source contractor, Mathematica, Inc. The USDA states that Mathematica has unique experience working with the data platform and advanced knowledge of the modeling techniques required, and that it would be costly for a new contractor to repeat the prior work. The USDA is providing an opportunity for interested parties to submit capability statements and rationale by September 3, 2024, after which a sole-source award may be made to Mathematica without further notice.

NOTICE OF INTENT TO SOLE SOURCE:
NAICS: 541611 Administrative Management and General Management Consulting Services PSC: B529 Special Studies/Analysis—Scientific Data Description:
The U.S. Department of Agriculture (USDA), Food and Nutrition Service (FNS), Contracts Management Division (CMD), intends to award a sole-source, firm fixed price contract to Mathematica, Inc for non-personal services to produce estimates of the factors most closely associated with the decision to participate in CACFP among childcare providers who principally serve infants and toddlers, and validate the CACFP participation variable in the NSECE against FNS aggregate levels of CACFP participation at the State and provider type levels.
This requirement of additional analyses is a follow on to 12319823F0028 Literature Review and Data Analysis. The extension of this work builds on previous analysis using the same platform for accessing the data and the same data files that defined the prior sample and constructed variables. Both the data access and the creation of data files were established in the prior contract with the intended contractor, and it would be very costly to have a new contractor repeat the work and pay for separate data access. The intended sole source contractor has unique experience working with these data in the special access platform and advanced knowledge of the modeling techniques that can be used with these data. Therefore, it would not be in the best interests of the Government to compete this action.
Interested parties may submit capability statements and rationale by Tuesday, September 03, 12:00 P.M., Eastern Time (ET) to Tracy-Ann.Thomas-Arthur@usda.gov, and Chiquita.Moore@usda.gov. If no affirmative written response is received, award will be made without further notice. The written response must include a general statement for services mentioned in this announcement and past performance client information for similar work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement. Oral communications are not acceptable in response to this notice.
THIS IS NOT A REQUEST FOR QUOTES AND A SOLICITATION WILL NOT BE ISSUED.
