About this file
This is a Notice of Intent to Sole Source issued by the US Army Medical Research Acquisition Activity (USAMRAA) for alcohol intervention services to be provided by the University of Washington. The notice, posted on January 14, 2025, under solicitation number HT942525Q0009, seeks to establish a sole source contract under FAR 6.302-1.
The requirement aims to develop and evaluate a Personalized Normative Feedback (PNF) intervention program targeting alcohol misuse among active-duty military personnel. The program will address rising heavy drinking rates (20-30%) in the military, which impact medical readiness, productivity, and mental health. The project will involve a randomized control trial to create a scalable, cost-effective intervention aligned with the Defense Health Agency's Targeted Care approach. Interested parties must submit capability statements by 2:00 PM EST on January 29, 2025, to Mr. Nathaniel Reus at Nathaniel.a.reus.civ@health.mil, though the government reserves the right to proceed with the sole source award to University of Washington if no viable alternatives are identified.

Notice of Intent to Sole Source
Date: 14 January 2025
Contracting Office Address – US Army Medical Research Acquisition Activity (USAMRAA), 808 Schreider Street Fort Detrick, MD 21702
Subject: Notice of Intent to Sole Source – Alcohol Intervention, WRAIR
Solicitation Number: HT942525Q0009
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis IAW FAR 6.302-1 with University of Washington
Objectives
The objective of this requirement is to increase the psychological health of our active-duty military personnel (ADMP), as well as overall readiness, by fostering protective and healthy climates with downstream effects on harmful and corrosive behaviors (e.g., suicide, sexual assault/harassment). The Army’s People First Strategy (PFS) aims to achieve this goal by identifying intervention targets that present an efficient use of Army resources and improve quality of life, well-being, and ADMP retention, enabling the DoD to maintain an enduring strategic advantage of knowledge, experience, and expertise to meet the demands of multi-domain operations (MDO). One such intervention target is alcohol misuse as heavy drinking rates in the military have risen to 20-30% in the past decade.
Furthermore, based on a recent study by the Center for Disease Control (CDC), the U.S. military has the highest rate of heavy drinking compared to any other profession. These high rates have serious consequences for the military, as alcohol misuse is associated with not only deficits in medical readiness, productivity, and mental health, but also a deterioration of protective environments (e.g., social and familial relationships), lower physical performance, and a higher occurrence of military separation. Consequently, interventions targeting alcohol misuse represent one of the more promising methods of reducing downstream adverse outcomes the Military has identified as threats to readiness, including suicide. The proposed randomized control trial builds on extant Personalized Normative Feedback (PNF) research. PNF is an intervention that aims to change perceptions of normative beliefs about specific behaviors (e.g., alcohol consumption). The current project shall develop and evaluate a cost-effective and feasible PNF intervention with a high likelihood of success that is scalable with identified existing mechanisms for transition. Importantly, this low-cost and low-burden intervention is consistent with the Defense Health Agency (DHA) Targeted Care approach, given that PNF can serve as a far-reaching initial exposure to treatment.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.
