About this file
This is a Notice of Intent to Award a Sole Source Contract issued by the U.S. Department of the Interior, Office of the Assistant Secretary - Indian Affairs on behalf of the Office of Trust Services (OTS). The Government intends to award a sole-source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to CGI Federal, Inc. (UEI TRKEP1HEBNS5) for a five-year period of performance to provide licensing, software maintenance, and continued development of the Trust Asset and Accounting Management System (TAAMS). TAAMS serves as the system of record for title and land resource management within the Department of the Interior and Bureau of Indian Affairs for managing Indian Trust Land, with functionalities including title management, leasing, Indian Land Consolidation Act processing, imaging, invoicing and distribution, oil and gas royalty distribution, and Land Buy Back functionality. The required services include continued database management and development, software delivery services, training, interfaces, and security updates.
The sole-source award is justified under 10 U.S.C.2304(c)(1) and FAR 6.103-1 based on findings that TAAMS is the only responsible source currently available to meet agency requirements without service disruption. Prior to this notice, the BIA posted RFI 140A1625R0018 on March 14, 2025, with a Q&A amendment on April 1, 2025, to explore alternative solutions including configurable COTS options from small businesses and Indian Small Business Economic Enterprises (ISBEEs). Although the RFI results indicated potential for future competition with modernized, cost-effective alternatives, no currently viable turnkey solutions were identified that would allow immediate implementation by October 31, 2026, without service disruption. The sole-source award will provide continuity while the Department develops the eNativeTrust platform for future modernization. The NAICS code is 541511. Firms proposing alternative non-developmental solutions ready for full implementation by October 31, 2026, should submit technical capabilities and pricing to Contracting Officer Jeffrey Pearson (Jeffrey.Pearson@bia.gov) or Contract Specialist Jeff Shaffer (Jeffrey.Shaffer@bia.gov). No solicitation is available and no technical questions will be answered.

United States Department of the Interior Office of the Assistant Secretary - Indian Affairs
Washington, DC 20240
Indian Affairs, Central Office
U.S. Department of the Interior
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS
Prepared in accordance with the requirements of FAR Part 5
Indian Affairs (IA), on behalf of the Office of Trust Services (OTS), intends to enter into a sole source contract with CGI Federal, Inc (UEI TRKEP1HEBNS5) for Licensing and Software
Maintenance of the Trust Asset and Accounting Management System (TAAMS) under the authority of 10 U.S.C.2304(c)(1) and FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements".
The Government anticipates the award of an IDIQ with a five year period of performance.
Background
The Trust Asset and Accounting Management System (TAAMS) is the system of record for title and land resource management within the Department of the Interior (DOI) and the Bureau of
Indian Affairs (BIA) in the management of Indian Trust Land. TAAMS functionalities include
Title, Leasing, Indian Land Consolidation Act (ILCA), Imaging, Invoicing and Distribution, interface to TFAS, oil and gas royalty distribution, and Land Buy Back Functionality.
The Bureau of Indian Affairs (BIA) requires continued database management and development and software delivery services, training, interfaces, and update of security measures. Given the
BIA’s critical mission, it is imperative that the software system continues to meet the changing needs of the trust program, regulations, and technology. Given the rapidly changing nature of information technology and the changing needs of the trust program, the Government anticipates a need for additional information technology development in support of the TAAMS and the trust program.
Request for Information
The BIA posted RFI 140A1625R0018 to SAM.gov on March 14, 2025, with a Q&A amendment posted on April 1, 2025. The RFI was posted to gather information around viable options to replace the current
TAAMS system with alternatives that utilized modernized technology, represented overall cost savings, and/or were contractor agnostic to allow for future competition. A focus was placed on offerings from Indian Small Business Economic Enterprises (ISBEE’s).
The results indicated that there is a very reasonable expectation with reasonable planning and budgeting beforehand, that TAAMS could be replaced with a Configurable CotS Solution, provided by small business(‘s) or ISBEE(s). There is a high likelihood that the replacement would be contractor agnostic, eligible for competition, FEDRAMP compliant, and cloud enabled in a
DOI-managed Cloud tenant. Further, the results indicated significant potential savings with no loss of functionality or security.
Finally, the results indicated that there were no currently viable turnkey solutions that would allow immediate competition without a disruption in services or development phase.
Conclusion
The Government anticipates awarding a sole-source IDIQ to CGI Federal for a five year period of performance to provide continuity of service, licensing and maintaining the legacy system, Trust Asset and Accounting Management System (TAAMS), under the authority of 10
U.S.C.2304(c)(1) and FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements".
Maintaining the legacy system provides time to develop and invest in the eNativeTrust platform. Future upgrades to eNativeTrust will be implemented as the Department modernizes trust management services. Acquisitions for modernization are anticipated to be addressed separately from this requirement for legacy system continuity.
No solicitation is available, and no technical questions will be answered for this requirement.
The NAICS code for this acquisition is 541511. If a firm can propose an alternative non-developmental solution, ready for full implementation by October 31, 2026 that can provide continuity of critical functionalities as stated above, please submit the technical capabilities and pricing associated with that system to the Contracting Officer, Jeffrey Pearson (Jeffrey.Pearson@bia.gov); and Jeff Shaffer (Jeffrey.Shaffer@bia.gov), Contract Specialist (support contractor - Chenhall Sedona Solutions).
