About this file

This document is a Notice of Intent to Sole Source a contract for Seismic Amplitude Analysis Tool for the Bureau of Ocean Energy Management (BOEM), a component of the U.S. Department of the Interior.

The government intends to issue a sole source purchase order to Lognormal Solutions, Inc., a subsidiary of Rose & Associates LLP, for their Seismic Amplitude Analysis Module (SAAM) software. BOEM requires this software to analyze seismic amplitude anomalies and assess risk for oil and gas prospects, as SAAM can qualify and quantify anomalies across diverse geological settings. Lognormal Solutions is the sole authorized provider of SAAM. The proposed contract period is one year with four one-year option periods. The applicable NAICS code is 541519. Firms capable of meeting this requirement may submit a capability statement or quotation by 5:00pm ET on October 4, 2024, but the government has sole discretion in determining whether to compete this requirement.

DOIFBO240011: Synopsis – Notice of Intent to Sole Source:

NOTICE OF INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR BRAND NAME

LOGNORMAL SOLUTIONS SEISMIC AMPLITUDE ANALYSIS SOFTWARE

This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch (AOB), is the contracting office for this procurement. The purpose of this notice is to announce the government’s intent to issue a sole source purchase order to Lognormal Solutions, Inc., a wholly owned subsidiary of Rose & Associates LLP, in Houston, TX, in accordance with FAR Subpart 13.106-1(b).

The United States Department of the Interior (DOI), Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development, access to marine minerals, carbon sequestration, and environmental reviews and studies.

BOEM is seeking to obtain the tools necessary to analyze amplitude anomalies to aid in risk assessments of oil and gas prospects while maintaining technical parity with industry. BOEM seeks a seismic amplitude anomaly analysis package to aid in risk assessment when reviewing oil and gas prospects. A common method used to identify Direct Hydrocarbon Indicators (DHI) is through analyzing seismic amplitude anomalies. Given the large amounts of seismic data BOEM manages, and variability across depositional systems and structural settings, comparing individual anomalies is a burden. The purchased tool will be able to qualify and quantify each prospective amplitude anomaly across a wide range of structural settings, depositional systems, and seismic datasets and provide a basis for comparison, thus reducing risk within a prospect.

The tool to support BOEM’s need is Seismic Amplitude Analysis Module (SAAM) software, provided by Lognormal Solutions, Inc. The purpose of this acquisition is to obtain this software.

In accordance with FAR 13.106-1(b), there is only one responsible source known, and no other supplies or services will satisfy the agency’s requirements. The contractor, Lognormal Solutions, Inc, is the only authorized seller of the SAAM software.

The period of performance for this Purchase Order shall be twelve months from the date of award with four (4) twelve (12) month Option Periods. The applicable NAICS code is 541519.

PLEASE NOTE: This notice is not a request for quote (RFQ). However, any firm that believes itself capable of meeting the requirement described herein may submit a capability statement or quotation which may be considered if received by the agency by 5:00pm Eastern Time on 4 October 2024. All submissions in response to this notice must be submitted in writing via email to the Contracting Officer at david.villani@bsee.gov. Please reference the synopsis number DOIFBO240011 in all correspondence. A determination by the Government not to compete the Government’s requirements described in this notice is solely within the discretion of the Government.
